Houston, we have a problem. Blacks and Unions rule the educational system here. Blacks are adamantly opposed to giving any teacher a test that is equivalent to a high school graduating test. Unions will not allow the firing of a teacher unless convicted of a serious crime.
The public school system is screwed:
Oh, I forgot to say that Black's are against Charter Schools because they say it will lead to Re-Segregation...............

Alabama last in federal education grant competition
The Associated Press • August 26, 2010
Alabama finished dead last in the latest round of the "Race to the Top" federal education grant competition.
Alabama schools Superintendent Joe Morton said he didn't expect the last-place finish, which he blamed partly on a lack of charter school legislation and a lack of help from the teachers' union.
Ten winners of the competition were announced this week. The U.S. Department of Education said Alabama finished 36th out of 35 states and the District of Columbia that competed for the grants, scoring 212 points out of a possible 500.
Reviewers gave the state low marks for a lack of charter or other innovative schools, a lack of alternative pathways to becoming a teacher or school principal, a lack of common core curriculum standards and a lack of support from the teachers' union for a proposed plan.
Paul Hubbert, the head of the teachers' union, disagreed with Morton's assessment. While the Alabama Education Association opposes charter schools, they were worth only 40 points in the competition, Hubbert said.
"Apparently they are trying to scapegoat someone beside themselves when they blame the union," Hubbert told The Birmingham News.
Gov. Bob Riley tried unsuccessfully to get legislators to pass a charter school bill this year.
Charter schools get taxpayer funding but are given more leeway than traditional public schools in developing initiatives to boost student achievement. Teacher unions generally oppose them, contending the money should go toward fixing traditional public school systems.
"Until there is support and until there is charter schools, we're not going to get a different result," Riley Communications Director Jeff Emerson said. "We're going to stay shut out until there is a lot of change."
