Foreign Aid Head Resigns Amid 'D.C. Madam' Scandal

WASHINGTON — Randall Tobias, head of the Bush administration's foreign aid programs, abruptly resigned Friday after his name surfaced in an investigation into a high-priced call-girl ring, said two people in a position to know the circumstances of his departure.

It was Tobias' own decision to resign, according to one of the people, who said the issue came up only in the past day or so. The people spoke to The Associated Press on condition of anonymity because the investigation is still under way.

Tobias submitted his resignation a day after he was interviewed by ABC News for an upcoming program about an alleged prostitution service run by the so-called D.C. Madam.

ABC reported on its Web site late Friday that Tobias confirmed that he had called the Pamela Martin and Associates escort service to have women come to his condo and give him massages. More recently, Tobias told the network, he has been using a service with Central American women.

Tobias, 65, who is married, told ABC there had been "no sex" during the women's visits to his condo.

U.S. officials would not confirm the information. A message left on Tobias' voice mail seeking comment was not returned.


Friday evening, the State Department put out a statement announcing Tobias' resignation, saying he "informed Secretary of State Condoleezza Rice today that he must step down as Director of U.S. Foreign Assistance and U.S. Agency for International Development Administrator effective immediately."

"He is returning to private life for personal reasons," the statement said.

Tobias held two titles: director of U.S. foreign assistance and administrator for the U.S. Agency for International Development. His rank was equivalent to deputy secretary of state.

Rice named Tobias to head the two programs in January 2006. He had been the White House's coordinator for global AIDS relief.

Before joining the administration, Tobias was a director and chairman of Eli Lilly and Co., the Indianapolis-based pharmaceutical company.

"The lives saved and made better around the globe by Randy's work at the State Department constitute a rich legacy on which he can look back with justifiable pride," department spokesman Sean McCormack said Friday.

Tobias' name surfaced in connection with the so-called DC Madam investigation involving Deborah Jeane Palfrey, accused earlier this year of running an illegal escort service in the nation's capital.

Palfrey claimed she has 46 pounds of phone records involving clients. Efforts to reach her late Friday were unsuccessful. Montgomery Blair Sibley, an attorney who represents Palfrey in non-criminal cases, declined comment.

She recently made good on her threat to identify high-profile clients, listing a military strategist known for his "shock and awe" combat theories as a regular customer in court documents filed this month.

The 50-year-old Palfrey was indicted in March by a federal grand jury on charges of running a high-class call girl ring from her home in Vallejo, California. She has denied the escort service engaged in prostitution.

In court records, prosecutors estimate that her business, Pamela Martin and Associates, generated more than $2 million in revenue over 13 years, with more than 130 women employed at various times to serve thousands of clients at $200 to $300 a session.

Palfrey had threatened to sell phone records that would identify 10,000 clients to pay for her criminal defense, but a federal judge ordered her not to release them. But Palfrey gave them to ABC News before the order took effect.

Prosecutors have accused Palfrey of trying to intimidate potential witnesses by exposing them publicly.

If these guys are stupid enough to spend "two to three hundred per session" on a call girl and "no sex" happened,...

Now I understand why nothing gets fixed in D.C.,..and it costs US Billions..they're a bunch of idiots...(or think we are)

I have to give kola credit for being an expert in the field (probably every other place, too). I can attest to the fact that mine is the only one I've seen, so I will proudly yield to her superior expertise.

After all - she's been collecting data for a LONG time and obviously has LOTS of entries to base her appraisal on. I don't dare argue with that. :lol:

Honestly, I got no problem with this madam on the news of late.

My problem is with the hypocrites that sit and preach how good they are, what fine religious people they are...blah blah blah and THEN run to the escort service and be dumb enough to think no one will find out. FLIP FLOPPER!!!

Quit screaming about her as she'd have not business if they'd not go. It's that simple! Admit it and move on!

I forgot what nite...but ABC has the names and say that they are gonna release some of them in a special program about all this.

Not sure if that's the right thing to do....but then somewhere deep inside of me I just HOPE that either Rove, Cheney or Bush just might be on that list!!!!!!!! :wink: :wink:

I wonder if ABC will give us any of the Democrat's that she serviced. Or do you think that she only supplied services to Republicans?

So far they have only released the names of a Republican and someone related to the Iraq war.

Why do I think any Dem's on list will either be swept under the rug, or not released until this is old news and no one cares anymore? :roll:

ABC gets to play Judge on this one, when they find Hillary had ordered her a couple girls, they can just make that number unverifiable. :wink:

Did either of the two men outed so far every publicly preach about how good they were or their religious beliefs?

Not all Republicans or Conservatives are Religious people. It is just that the Republican Party as a whole does a better job of protecting the Religious rights and Family Foundation than does the Dem's.

But no one ever said that all Republicans are good Christains, some are even atheist, some are gay. Some are Social liberals and Fiscal Conservatives.

I imagine their is as many Republicans as Dem's that would not share my religious beliefs. But there is a lot more Republican politicians that vote for legislation to protect them beliefs than there is Dem's and that is all I care about!!!!

Apparently you didn't hear all the synopsis of the report to come.

There are Dem's and Rep's, corporate big whigs and DC lawyers etc. ABC called several of them...some hung up...some denied @ first and claimed to be Family Man of the Year...then admitted. Others out right admitted it!

If they let one name out...let' em all out.

You're the one going all ' party' on me...you'd have made a GREAT communist cause you're all for the 'party'.
