To me the jury is still out on carbon tax- especially cap and trade...
From what little I know of the system- those standing to make the most income off it would be the rural folks- farmers and ranchers- and especially ranchers that had more wildland and used little/less "steel" in their management practices...
I know a couple of the ranchers (both devoted R cultists I might add) I talked to a few years ago that traded/sold credits on the Chicago exchange said it provided them with a pretty nice check to add to the ranch's yearly income...
