Word that Boeing is strongly considering a “no bid” position for the next round of the U.S. Air Force refueling tanker competition is spreading only two days after the Pentagon released the revised KC-X draft request for proposals (RFP).

Multiple sources familiar with Boeing’s internal discussions say company officials are strongly considering the option of not submitting a proposal as the company’s Integrated Defense Systems sector tries to respond to the draft RFP within the government’s speedy timeline. Comments are due this week.

The move would leave the Defense Dept. without a competition for the KC-135 tanker replacement. A demand from Congress for a competition after the botched attempt to sole-source the work to Boeing in 2003 was what drove the KC-X competition and eventually led to the selection of the Northrop Grumman/EADS Airbus A330-200-based design in February. However, the Government Accountability Office found errors in the scoring of the bids during the last round and directed the government to amend its RFP.

After Northrop Grumman threatened a no-bid position in the last round, the Pentagon added items to the RFP that would take into account the attributes of its A330-200-based design, which was submitted jointly with EADS.

Now, however, the Pentagon is pushing for the replacement tankers as soon as possible after multiple delays. It remains unclear if a no-bid position from Boeing would drag out the KC-X competition or it if would compel the Pentagon to attempt a sole-source of the work to Northrop Grumman/EADS.

Wayne Berman, managing director of lobbying firm Ogilvy Government Relations, was a Pioneer for Bush in 2000 and a Ranger in 2004. A former assistant secretary in the Commerce Department during the Reagan administration, Berman managed Jack Kemp's vice presidential campaign in 1996.[1] Since then he has established himself as one of Washington's most powerful and best-paid lobbyists. In 2007, the Washington Post reported that the $3.74 million in earnings Berman's firm received from a Chinese company hoping for federal approval to buy part of private equity firm Blackstone Group was the largest six-month lobbyist payday ever reported.[2] Until recently, his wife, Lea Berman, was White House social secretary. Berman has not shied away from controversy. He took a lead role in raising money for Scooter Libby's defense fund[7], and helped raise money for Rep. Tom DeLay's (R-TX) re-election committee after the congressman was indicted. "This is more than just a fundraiser," he said. "It's a way of saying that an important part of the Republican establishment supports Tom DeLay now and will continue to support him in the future."[8] Berman is also well known in Connecticut for his relationship with Paul Silvester, a former state treasurer who pleaded guilty in 1999 to federal corruption charges related to his management of the state employees pension fund. During Silvester's tenure, he paid large "finder's fees" to Berman. Berman subsequently hired Silvester to work for his Park Strategies consulting firm. Federal investigators subpoenaed Berman's business records but no charges were filed.[9] As a bundler, he has raised at least $500,000 for McCain's presidential campaign, according to information released by the campaign.[10]

Congressman Todd Tiahrt (R- Kansas) and several others have maintained the deck has been stacked against Boeing all the time- with some powerful string pulling to favor the European governments subsidized EADS/Grumman bid- which will give many more jobs and a strategically sensitive military project to Europe...

Tanker Outrage - What is your opinion?
I am outraged by the recent Air Force tanker contract decision.

I am outraged by the recent Air Force decision to award the KC-X Next Generation Air-fueling Tanker contract to a foreign competitor in the name of the Northrop Grumman/European Aeronautic Defence and Space Team.

An American tanker should be built by an American company with American workers. America must not outsource its national security. This decision shockingly creates French jobs in place of Kansas jobs. This is unacceptable.

I believe that the Tanker Competition was unfair and poorly evaluated, and if not overturned will negatively impact the United States for generations.

If allowed to stand, this contract award to a foreign company will:

1) Hurt American workers by the loss of U.S. jobs;
2) Outsource an essential military asset to Europe;
3) Force the United States to be dependent upon Europe for our national defense;
4) Result in an inferior tanker for the United States Air Force; and
5) Result in the US being more vulnerable at a time when we must be less vulnerable


I am urging the Air Force to reverse this dangerous decision to award the KC-X Tanker contract to the Northrop Grumman/European Aeronautic Defence and Space Team.

The whole issue is "Union" labor. If the planes are assembled here in Alabama the "Union" won't get a cut out of the salaries paid.

The number #2 man in charge of the contract for Alabama (under the governor) lives down from my brother. We 3 discussed the whole deal at length the other night while drinking a pony keg of beer.

You're out of your league. I know this deal backwards and forward now.

It's all about the unions. I promise you.
