Here we go again...Whats the use of having Border Guards if they're supposed to leave their posts if they know the bad guys are coming :???:

Border guards leave after alert

KALISPELL -- A fugitive who led law enforcement officers on two chases and caused Canadian Customs officers to walk off the job was apprehended Thursday night in a city park here.

Responding to a tip, officers from four agencies surrounded Michael Murphy, 32, who was hiding in the bushes at Kiwanis Park.

Flathead County Sheriff's Sgt. Bob Provo said Murphy tried to run but gave up. He was unarmed.

Earlier Thursday, Canadian Customs officers at the Roosville border crossing in southeastern British Columbia walked off the job over an alert that Murphy might be heading to the border, union spokesman Ron Moran said. Moran said a border officer received word Wednesday night that Murphy might be headed to Canada from Montana. She was told he might be armed and dangerous.

The officer stayed on the job for fear of being disciplined, he said.

Management responded by telephoning the border guard every 15 minutes, Moran said.

"That's how they decided to deal with it. 'I'll call you every 15 minutes to see if you're alive,' " he said.

A more senior officer came to relieve her Thursday morning, learned of the situation and walked off the job, he said.

Management took over and called in the Royal Canadian Mounted Police for backup.

The Canada Border Services Agency has said the guards have the legal right to refuse to work if they believe they are in imminent danger.

As it stands, border guards are supposed to allow anyone suspected of being armed and dangerous into Canada and then call police.

Dan Liebel, local president of the Customs Excise Union, said the situation shows that Canada's border guards need to be armed.

"Here we are caught with no form of protection when somebody comes up with lethal force, this is an armed-dangerous watch for this fellow, so he's armed, we're not. It's embarrassing for us."

The incident began around 6:30 p.m. Wednesday, when officers with the Adult Probation and Parole Department, along with Kalispell police, went to Murphy's home in northwest Kalispell to conduct a search.

Murphy has been convicted of two counts of forgery, two counts of theft, deceptive practices and bail jumping, according to the Montana Department of Corrections.

When he saw the officers approaching, he fled in an SUV, Kalispell Police Chief Frank Garner said.

Police ended the chase when Murphy reached speeds of 120 mph.

Murphy then called authorities and said he wouldn't be taken alive, Garner said.

At about 10 p.m. Wednesday, a Montana Highway Patrol officer spotted Murphy, and another pursuit ensued. Garner said a police officer rolled his patrol car during the chase and suffered minor injuries.

That chase ended near Lone Pine State Park, where Murphy abandoned his vehicle and fled on foot.
 
Oldtimer They are not border guards in Canada they work for Canada Customs and Revenue Agency. Their mandate is to collect tax. If you guys would chase your bad guys south you could save the Canadian government some embarassment.
 
Calling every 15 minutes is part of the legislation called Working Alone Safetly.....Nothing I guess can happen the 15 minutes in between phone calls!!

Maybe this lack security is the reason the US is building all Tams new Border "Forts" and putting up millions$ in electronic surveillance equipment and new fenceline on the border...Saw the other day where the new Border Patrol airwing out of Great Falls will be flying the border by this summer- will employ over 70 people...Then it also sounds like they are going forward with the plan to require International Passports and fingerprinting to enter from Canada...

If there are no guards on any of Canadas borders, whats to keep anyone from entering Canada from anywhere :???:

Hopefully the new govt will do something to change this- and fast- except I think it is too late to stop most of these changes, now--- and daily articles like this don't help it....
 
Heres an article I just found that even surprises me--The National Security Director considers the Canadian border to be of greater concern than the Mexican Border...I was aware of all the suspected terrorist ties in Canada- but not that they put this much concern on this northern border...

Feinstein Fears Border is 'Gateway' to Terrorism


Sen. Dianne Feinstein, D-Calif., expressed concern Thursday that the southern border has become a "major gateway" for Middle Eastern terrorists in a hearing with National Intelligence Director John Negroponte and other top intelligence officials.

Feinstein noted that law enforcement officials captured 155,000 non-Mexican illegal aliens in 2005, more than three times as many as the 49,545 that were apprehended in 2003.

Negroponte told Feinstein that the intelligence community was "sensitive to" the issue she raised, but said that the Canadian border posed "a bit greater concern."

Canadian intelligence officials have estimated that nearly 50 known terrorist organizations have cells in Canada.
In December 1999, an alert customs officer arrested Ahmed Ressam as he was entering the United States at Port Angeles, Washington with plans to attack Los Angeles International Airport. He was convicted of conspiracy to commit terrorism in April 2001 and sentenced to 22 years in prison.


Charles Allen, chief intelligence officer at the Department of Homeland Security, defended the effort at the southern border, claiming it was getting tougher to enter the United States illegally.
One reason, he said, was the end of the "catch and release" policy and its replacement with a new "catch and return or deport" program.

Previously, captured other-than-Mexican illegals (OTMs) were only briefly detained by law enforcement officers before being released into the United States pending a hearing. Eighty-five percent of OTMs failed to show up for the hearings.

The "catch and return or deport" program has expedited the processing of OTMs. They are no longer released and are now returned to their home countries in an average of 32 days.

How many of the 9/11 terrorists entered the USA through Canada???(hint-it was less than 1) :roll:
As far as the "known terrorist cells" go, how many are there operating in the US? I'm sure there are some but the problem is the same on both sides of the border.....until they actually are caught doing something illegal it is pretty hard to prosecute them. I'll bet you already knew that, being a former law-man and all. :)
I don't think it will take Stephen Harper very long to arm our customs agents either as soon as he is sworn in as PM. :)
