Wag The Dog

To 'wag the dog' means to purposely divert attention from what would otherwise be of greater importance, to something else of lesser significance. By doing so, the lesser-significant event is catapulted into the limelight, drowning proper attention to what was originally the more important issue.

The guy is so incompetent he can't even walk a dog without looking like he is in over his head. BUT at least he has a leash on the dog, to bad he doesn't have one on his wife's checkbook or should I say the tax payer's checkbook she is using. :x

You are more likely to see the dog's papers than you are the mutt's on the other end of the leash.
