"However, DeHaven said that a ban would still be applied to those animals born before the implementation of feed protections in Canada relative to preventing the spread of BSE."

I'm waiting to see the scientific way they come up with to tell if the cow was born in 1996-- or 1998...... Or the beef came from a 7 year old cow or a 9 year old cow....

Well doesnt the USA have a good testing program? Like the Canadian 4-D program? If so then you should be able to catch any animals carrying BSE or any disease. Does anybody know how Canada is doing on their testing numbers?
