OTTAWA - Stephen Harper's Conservatives see themselves more and more as Canada's "natural governing party" and their main goal was to avoid an election last year, according to a confidential cable from the U.S. embassy in Ottawa.
"PM Harper's top goal for 2010 is remaining in power, preferably without an election that the public does not want but if need be, to force the weak opposition parties to bring on another election and bear the political consequences," it says.
The document, written in January 2010, was released by the whistleblower organization WikiLeaks. It was signed by U.S. ambassador David Jacobson.
The cable, which reveals American perceptions of Canada, says the Tories want to end the mission in Afghanistan "as gracefully as possible" by the end of 2011 and wanted to focus on growing the economy. However, the documents suggest the government has boasted about its economic success.
"The Conservatives will need to demonstrate slow but steady progress on the economy and to claim credit even when it is not necessarily due to them," it says.
Cables reveal the U.S. embassy also criticized former Liberal prime minister Jean Chretien during his final year in office, saying he lacked "vision" for Canada.
WikiLeaks disclosed its entire archive of U.S. State Department cables Friday. Most of the information is uncensored and this has led to sharp criticism.
The U.S. State Department has condemned the latest release and officials have warned this move may jeopardize vulnerable people such as human rights crusaders.
In a message on the WikiLeaks Twitter account, the organization accused an unnamed "mainstream news organization" for having disclosed the uncensored cables.
