Elk hunting problem

After seeing those captions for the elk on the car I saw an article about big game hunters' problems in Colorado. They say they have walked miles looking for elk for days and only saw gunless horseback cowboys who are "herding" the elk onto their rancher's land so hunters paying $5000 private fee can shoot on the ranch. Is that a common problem?
 
I would bet the elk are down on the ranches for the good feed no other reason..

I have been elk hunting and jumped some elk they can run up a mountain as quick as they run down.
 
A few years back a big outfit in New Mexico was busted for pulling down their fences to let the migrating elk move onto the ranch easier then restrung the fence...we're talking tall fences. There was a news feature about it.
Herding on horseback I find that hard to believe, even back when I still rode, I never was able to get that close to an elk. Dave Mc
