It is an easy way to administer a dose. Four pounds of cake (two feedings) with 500,000 units of Vitamin A added equates to giving four cc's of vaccine.

We two old senior-type citizens didn't do too badly
As we sorted 90 heavies out of a bunch of 350, in two hours and fifteen minutes. We worked about a fourth of them at a time, which made the job immensely easier.
