Former Mexican president urges legalizing drugs

(CNN) -- Part of the solution to end drug violence in Mexico should include legalizing drugs like marijuana for personal use, former President Vicente Fox told CNN en Espanol.

"In order to get out of this trap (of drug violence caused by organized crime), I'm specifically proposing the legalization of the drug," Fox said during a visit to Puerto Rico, where he was speaking at a conference for small business owners in the city of Fajardo.

Fox advocated decriminalizing marijuana in a 2009 interview with CNN en Espanol. Since then, he has repeatedly called on officials to rethink drug laws.

In an interview that aired on CNN en Espanol Tuesday, he also said the Mexican government should "retire the army from the task of combating criminal gangs."

Current Mexican President Felipe Calderon has sent as many as 50,000 troops to hot spots around Mexico to fight the drug cartels. The enforcement strategy is considered a pillar in Calderon's overall anti-drug policy. Both Calderon and Fox belong to the conservative PAN (National Action Party).

Ex-President Fox, a former Coca-Cola executive who was the president of Mexico from 2000 to 2006, said the Mexican government should also "demand that the United States do its part."

"The United States has a huge responsibility. It's not enough that they give us (Mexico) a tip, saying 'Here's 500 million dollars. Go do your homework. You can pay us back with blood and with dead bodies,' " Fox said.

Mexican drug cartels buy their weapons and launder drug money in the United States, he said.

Fox said Mexico has fallen into a trap "between the gigantic U.S. drug market and the (illicit) drug producers in South American countries like Colombia, Venezuela, Bolivia, Ecuador and others.

Fox is not alone in advocating for legalization of some drugs for personal use. Two years ago, three former Latin American presidents proposed radical changes in drug policy for the region.

Brazil's Fernando Henrique Cardoso, Colombia's Cesar Gaviria, and Mexico's Ernesto Zedillo wrote in the 2009 final report of the Latin American Commission on Drugs and Democracy that "Prohibitionist policies based on the eradication of production and on the disruption of drug flows as well as on the criminalization of consumption have not yielded the expected results. We are farther than ever from the announced goal of eradicating drugs."

The same conclusion was reached by the U.N.'s Global Commission on Drug Policy last month. The commission, comprised of former presidents (including Fox), policymakers and leaders from all over the world, recommended that governments experiment with drug legalization, especially marijuana.

Two words above caught me wondering. "drug education"?

Just what would spending a pile of money on drug education do? Would we be teaching people that taking drugs & drug addiction is a bad thing? REALLY?

Doesn't everyone with half a brain already know this? :???: :???: :???:

We've got a real Einstein on our hands here.

Yep-- this has long been my stance...It is also the stance of most Libertarians...Since Nixon went paranoid with the war on drugs unknown Zillions $ have been spent on it-- and we flat out lost the war...
In my opinion one of the main reasons was because every new administration flip flopped on how to handle it---Part of the time they pushed enforcement and building more prisons- part of the time they pushed treatment and education...Never could the two parties get their act together and adequately do both...

I still believe that they could have and still could get more out of the money they are spending thru anti drug education starting from pre school ages and addiction treatment...

That is true- because both cults pander to them....The Republicans Lobbyiests (like the Chamber of Commerce) want cheap semi slave labor available to keep down wages-- and the Dems want to keep a part of their voting base happy-with hopes of building it...

And as long as there is high reward in smuggling in expensive drugs you will find both illegals and citizens willing to take the high risk......Even in the countries that give life sentences or the death sentence for drug smuggling- people still take the risk...
The only way you will stop the raising and smuggling of large amounts of drugs is to take the profit out of it...

let see.. we have sex ed.. and the kids are all doing it..

we have education on Teen pregnancy.. and more are having babies.

we have educated our teens on the effects of smoking.. yet more are still smoking..

we have drug education and more are doing them..

so one could conclude education on an evil product doesn't work... (or we could have a million dollar study that shows it doesn't work for the liberals)..

the old way of mom and dad ignoring the "talk" and holding you responsible worked.. and didn't cost much,


so short of putting nasty chain smoking pregnant teen crack **ore in every class, I doubt it will really work...

Good, am glad the meth usage is on the decline!

Too bad they do not have that good of success with alcohol abuse!!!

I guess the fact alcohol is LEGAL, abusing it is ok EHH :wink:

Hopalong brings up a good point.....if Meth was legal, would the education program be as effective?

Part of the program would be showing how "getting in trouble with the law" affects your life, would it not?

I'm not sure...The most part of the program aimed towards kids- from preschool on up- is the health and addiction dangers....

You can't drive down a street in MT without seeing a "Meth Kills" or "Meth makes you a Loser" or similar sign/poster/wall painting with pictures of meth users with sores all over their bodys- or showing a frying egg with the words "your brain on meth"...Some of the radio/tv ads feature users that address the medical, economic, and legal problems they have faced..

But I do know- the current War on Drugs that has been waged since the Federal government passed the Comprehensive Drug Abuse Prevention and Control Act of 1970 has not worked with the past 40 years of direction....
