January 22nd, 2009 - Promising to return America to the "moral high ground" in the war on terrorism, President Obama issued three executive orders Thursday to demonstrate a clean break from the Bush administration, including one requiring that the Guantanamo Bay detention facility be closed within a year.
March 22nd, 2013 - The Pentagon is considering a $150-million project to improve the detention-center facilities at Guantanamo Bay. NBC News reports the project would include a new dining hall and barracks for the troops, hospital and medical units for detainees, a legal meeting complex, and a data storage facility.

On January 29, 2009, a military judge at Guantanamo rejected the White House request in the case of Abd al-Rahim al-Nashiri, creating an unexpected challenge for the administration as it reviewed how the United States brings Guantanamo detainees to trial. On May 20, 2009, the United States Senate passed an amendment to the Supplemental Appropriations Act of 2009 (H.R. 2346) by a 90-6 vote to block funds needed for the transfer or release of prisoners held at the Guantanamo Bay detention camp.

What flip flop- Obama still wants Guantanamo closed... I have no doubt Guantanamo prison would have long ago been closed if it had not been for Congress's opposition... Without Congress authorizing funding for setting up the Federal Prison ( Thomson Correctional Center, Thomson, Illinois ) and transfer costs- he can't do anything...
I guess they would rather spend it on a an isolated one purpose center on foreign soil- rather than update one of our own in country prisons that could also be utilized for numerous other detainees...
