The CBO moved the "baseline" for Boehners budget proposal:

Summary
The Congressional Budget Office has estimated the impact on the deficit of the Budget Control Act of 2011, as posted on the Web site of the Committee on Rules on July 25, 2011. The legislation would:

Establish caps on discretionary spending through 2021,
Allow for certain amounts of additional spending for "program integrity" initiatives aimed at reducing the amount of improper benefit payments,
Make changes to the Pell Grant and student loan programs,
Establish procedures for Congressional consideration of a balanced budget amendment to the Constitution,
Establish procedures to increase the debt limit by up to $2.5 trillion,
Reinstate and modify certain budget process rules, and
Create a joint Congressional committee to propose further deficit reduction.
In total, if appropriations in the next 10 years are equal to the caps on discretionary spending and the maximum amount of funding is provided for the program integrity initiatives, CBO estimates that the legislation would reduce budget deficits by about $850 billion between 2012 and 2021 relative to CBO's March 2011 baseline adjusted for subsequent appropriation action. As requested, CBO has also calculated the net budgetary impact if discretionary savings are measured relative to its January baseline projections. Relative to that baseline, CBO estimates that the legislation would reduce budget deficits by about $1.1 trillion between 2012 and 2021.[/quote]

In addition, the latest Republican proposal unveiled Monday by Boehner, R-Ohio, appeared in danger of failing to get passed by the GOP-controlled House, which would weaken the party's negotiating leverage on a final deal.

A vote had been expected on Wednesday, but the plan ran into major trouble Tuesday when the Congressional Budget Office said it failed to reduce spending and deficits as much as advertised. A spokesman for Boehner said aides are looking at rewriting the plan, and a congressional source told CNN on condition of not being identified that the vote was being postponed until Thursday at the earliest.

Conservatives including some House and Senate Republicans and the Club for Growth, an anti-tax group, have criticized the Boehner plan for not doing enough to tackle the nation's mounting deficits and debt.

"I'm not voting against the speaker, but I'm voting against this plan," Rep. Jim Jordan, a fellow Ohioan who heads the conservative Republican Study Committee, told CNN. Asked if Boehner had the votes to pass the measure in the chamber he leads, Jordan said: "I don't think so now."

In a letter to their House colleagues, a group of conservative senators harshly criticized the Boehner plan as insufficient and called on Republicans to reject it in favor of the "cut, cap and balance" plan previously passed by the House and dismissed by the Senate.

"For many reasons, we cannot support this bill and urge you to protect the American taxpayers by strongly opposing this bill," said the letter from Republican Sens. Jim DeMint of South Carolina, Rand Paul of Kentucky, Mike Lee of Utah and David Vitter of Louisiana.

Makes you wonder if anyone in D.C. has any idea of what they are doing ???

Buckwheat knows exactly what he is doing. Since his budget got shot down 0-97, he wants to shut down the U.S. economy and blame it on the Republicans just like Clinton did.

And he definitely don't want a short term debt ceiling limit so that it will go up for debate before his next election.

Course, he told everybody before the election that Budget Deficits didn't bother him because of the "Hope & Change" he would bring.

All we hear is the Dems claiming the Republicans have no plans. Not only are the Republicans the ONLY ones that have passed a plan but Reid has made it perfectly clear it and the new plan are dead on arrival in the Senate. Which means the Dems have no intention of even discussing any plan the House passes. If the voters can't see who it is that is being unreasonable in these negotiations then they are BLIND. Add to that Obama claims he will VETO anything that gets to his desk from Boehner. WHY? Because he wants to run the show and Boehner walked out and put him on the sidelines as a spectator in the deal making process because of his continuely changing the deal.

What happen when Boehner sideline him? He goes on National TV to address the nation to plead for the viewers to call their Congressman to tell them they want a deal which again showed his inept leadership abilities. :roll: But did you hear the viewers did call and told their Congressman to stand strong. :lol: :lol: :lol:

you are correct. "These folks", Democratic Congress had 4 and a half years to pass a budget that lowered spending, so as not to need an increase in the debt ceiling, but they left it until the last minute for the Republican house to solve, and now "these folks" are standing in their way of doing just that.


Under Obama the debt ceiling increased:

by $789 billion to $12.104 trillion in February 2009, Obama's first year in office, under the American Recovery and Reinvestment Act;
by $290 billion to $12.394 trillion ten months later, in December 2009;
and by $1.9 trillion to $14.294 trillion two months later, in February 2010.


TOTAL $2.98 Trillion, or $102.8 Billion per month


Under Bush the debt ceiling increased:

by $450 billion to $6.4 trillion in June 2002;
by $984 billion to $7.384 trillion 11 months later, in May 2003;
by $800 billion to $8.184 trillion 18 months later, in November 2004;
by $781 billion to $8.965 trillion 16 months later, in March 2006;
by $850 billion to $9.815 trillion 18 months later, in September 2007;
by $800 billion to $10.615 trillion 10 months later, in July 2008;
and by $700 billion to $11.315 trillion three months later, in October 2008.


TOTAL $4.5 Trillion, or $46.9 Billion per month

I should add that the $700 Billion in Oct. 2008 was for TARP, I believe, which was "loaned" out, and an amount that obama has claimed has been paid back.

So it should have gone to paying back the treasury, but it appears it was spent again.

What? The traditional way it's done is the Pres. presents a budget to Congress and they approve it or not! If they don't approve it he changes it until they do!!!!

When's the last time we even had a budget? Which, by the way, is LAW!!!!

The HOUSE has sent a good Bill (Cut, Cap, & Balance) to the Senate for approval and they shot it down without a vote! It was a wonderful "LONG TERM FISCAL PLAN"!!! In fact the only "LONG TERM FISCAL PLAN" offered by either side!!

You're amazingly stupid old man. He won't even tell Congress what his fiscal plan is!!!!!!! He just knows that he won't approve ANYTHING approved by Republicans.

You do remember that HIS budget was shot down 0-97????

Boehner and his House Republicans PASSED a budget unlike the Dems that cuts the deficit and they also PASSED Cut Cap and Balance. Yes the new plan needed to go back and be reworked but from what I hear he has already had it rescored and it now meets the target of cutting more than the raise in the debt ceiling according to the CBO. This new bill is the THIRD REPUBLICAN BILL that cuts the deficit. Count them Jingy, Ryan's Budget, Cut Cap and Balance and Boehner's new bill.

NOW what have the Dems done besides scare the hell out of the Elderly over SS checks, and make speeches about DEFAULT, nothing but threatened to kill the House bills. What has Obama done besides scare the hell out of the Elderly over SS checks and toss a monkey wrench into the negotiations? Oh yea he went on TV during Prime Time and addressed the Nation to blame others for his incompetent Leadership and ask viewers to call their Congressmen.
