USDA may help draft Farm Bill

Agriculture Secretary Mike Johanns announced Tuesday that the USDA may help write the 2007 Farm Bill. “We literally are working title by title to finalize some legislative language on the proposals that we’ve made,” Johanns said at a food and agriculture policy conference in Arlington, Virginia. “We offer that as a help to folks on the Hill.”
Johanns said his department’s move to submit legislative language was requested by lawmakers themselves. Bill Motes of Informa Economics Inc., which sponsored the conference, said the USDA’s move to provide the language could lead to “contentious” Farm Bill debate.
“The Department hasn’t really done that since 1981,” Motes said. “It puts the Department item by item in front of the committees with the prospect of having to fight over each one of those items.”
Johanns expects the USDA to release specific language in the next couple of weeks.
