What's the purpose of spending $2.5 Billion on further research, when the debate is settled?

I am sure if the whole thing was scrapped it would save more and do more to boost the US economy.. thus making a larger dentin the deficit..

Doesn't make much sense, if the science is settled, does it?

If the science is not settled, then fine, state that there is more research that needs to be done, and shelve any plans of implementing any further regulations and taxes, until it is settled.
