Mad cow declared a disaster

EDMONTON -- The Alberta government has declared the mad cow crisis a disaster -- a move that opens the door to further financial aid to the beef industry.



The Klein government has quietly passed a cabinet order stating that the severe income losses and hardship facing the agriculture and food industry constitutes a disaster.



A similar cabinet was passed last year, allowing the government to pay out 700 million dollars in disaster aid to producers, feedlot operators and packers.



Agriculture Minister Doug Horner says the move is a precaution in case the U.S. border remains closed to Canadian cattle for an extended period.



Canada's beef industry has lost billions of dollars as the result of the mad cow crisis, which began nearly two years ago when a case of BSE was confirmed in Alberta.
