Sure law enforcement work across jurisdictions often- usually under mutual aid or cross deputization agreements... A good example is Sturgis bike rally or Miles City Bucking Horse sale-- where local law enforcement are not enough to cover security for it- so they bring in law enforcement from other areas...Many Governors have State Police or Dept of Justice officers for Security that accompany them everywhere- and I sure wouldn't step in their way... Montana has used both- Highway Patrol and DOJ investigators....I worked in Nebraska with the State Police for over 2 weeks on an undercover following up on info they had found while working with the ATF in Montana...Happens all the time...I would bet that D.C police were well aware of the NYPD officers being there..
Also- it wasn't the officers that first tried to block someones free ingress or egress-- it was the reporter...The officers had every right to step in and make sure he didn't interfere with Bloombergs ability to go where he wanted to...
I can't stand Bloomberg- but these paparazzi types have to respect folks rights too...

He probably had the right to ask- and the reporter may have had the right to refuse-- but it accomplished the job, it kept the reporter busy and away from person the officer was assigned to protect...
I would have told him to go and pound sand!!! As a retired Deputy Sheriff I know you can ask for a persons ID but unless a crime has been committed , The individual does not have to show his ID, state his name or give any information. Also the NYPD goon has as much authority as you or I while in Washington. I love the way blumberg the coward needs armed bodyguards and runs when questioned. So much honor, integrity and courage.
