Stimulus Conference Committee Strips E-Verify Protections for American Workers

Rep. Ken Calvert (R-Calif.) issued a press release tonight decrying the removal of House-passed E-Verify worker protections from the conference committee report, which could be voted on as early as tomorrow. See Roy Beck's blog for more commentary on this injustice.

The conference committee stripped a provision he authored, which would have re-authorized E-Verify for five years, and one sponsored by Rep. Jack Kingston (R-Ga.), which would have required E-Verify use by stimulus-fund recipients. Rep. Calvert notes that Speaker Nancy Pelosi (D-Calif.) and Senate Majority Leader Harry Reid (D-Nev.) were responsible for these anti-American worker actions. He issued the following release: Rep. Ken Calvert

Rep. Ken Calvert

REP. CALVERT: BILLIONS OF AMERICAN TAX DOLLARS TO CREATE JOBS FOR ILLEGAL IMMIGRANTS? WASHINGTON, D.C. February 11, 2009 – Congressman Ken Calvert (R-CA) issued the following statement in response to news that the E-Verify provisions in the stimulus bill were not included in the final package. The two provisions, one to reauthorize the current voluntary E-Verify program which expires March 6, 2009 offered by Rep. Calvert and one requiring any entity receiving stimulus funds to participate in E-Verify offered by Rep. Kingston (R-GA), were unanimously accepted by both Republicans and Democrats in the House Appropriations mark up of the bill.

"Tonight, behind closed doors with no input from House Republicans, Speaker Pelosi and Senate Majority Leader Reid crafted the so-called compromise on the stimulus bill. What we now know is that while billions of American taxpayer dollars are going to be spent, there is no assurance that the jobs created will go to American workers. The two amendments that had been accepted by the House Appropriations Committee were stripped without discussion or debate.

"The American people have repeatedly voiced their support for employment verification and yet we find that once again special interests win out. The one candle in the darkness of this disastrous bill was the reauthorization and requirements to use E-Verify. Now all we are left is a bill that places illegal immigrant interests above those of hard working American families and leaves the bill at the foot of future generations."

Why care about this when they have been allowing big business to do this for quite a while in their sell out to greed?

The main group fighting to get e-verify out of the bill- and that has fought to kill e-verify all along- so their members could bring in cheap labor has been the US Chamber of Commerce..

Pelosi, Reid and Obama gave the U.S. Chamber of Commerce exa ctly what it wanted -- freedom for unscruplous businesses to continue to hire illegal aliens at the same rate as in the past, and to use the hundreds of billions of Stimulus dollars to do it.

Pelosi, Reid and Obama also made sure that banks can continue to discriminate against Americans in favor of cheaper more compliant foreign workers.

You haven't been hearing of the ICE raids on packing plants for the last few years?

I have heard of them but I also know the Supreme Court decided that hiring illegals would not qualify under RICO statutes so that businesses that did break the law could just get off without paying. They don't have to pay locals who whose wages were depressed due to hiring illegals nor did they have to pay for the damages done to competitors who did not depress wages in the ways that they did. They win in the competition game when this happens----and are able to continue to pay off politicians.

That is what happens when you have the best Justice that money can buy.

Laws don't apply and Justice gets spelled "Just Us".

My understanding, from the e-mails I got, was that Montana Senator Baucus was the deciding committee vote that removed funding E-Verify from the bill...
But to be fair to him- several Republican Congressmen (lobbyied heavily by the Chamber of Commerce, who wants it killed) were questioning whether it should be in the Stimulus/Jobs bill or should be in a stand alone or budget bill....

No Surprise Here [Mark Krikorian]

Reid and Pelosi stripped the E-Verify provisions out of the compromise "stimulus" bill. As California Republican Ken Calvert put it:

"The one candle in the darkness of this disastrous bill was the reauthorization and requirements to use E-Verify. Now all we are left is a bill that places illegal immigrant interests above those of hard working American families and leaves the bill at the foot of future generations."

Sure, that's politician blather, but it turns out to be true in this case. This adds to the 800 billion other reasons for no Republicans to vote for the bill—every single time another illegal alien is discovered on a taxpayer-funded construction crew (or on Pelosi's ridiculous mouse project), the GOP gets to attack the Dem leadership and the White House for stripping out the measure that could have prevented that from happening.

Montana's Sen. Baucus is key in deciding TODAY if illegal aliens get Stimulus jobs

DEAR CITIZENS OF MONTANA,

The nation desperately needs YOU to phone Sen. Baucus this afternoon. Click here to find a phone note with talking points.

And if you live within a half-hour of one of his Montana offices, please go there and make your appeal in person. Click here to see addresses of the home state offices -- and local phone numbers.
You live in a relatively small state but your voices are more important than almost anybody else's today.

Of the 5 Senate "conferees" negotiating with House conferees on the final Stimulus bill, Sen. Baucus (D-Mont.) may be the key swing vote. We know the 2 Republicans want E-Verify in the Stimulus bill.

We also know that Sen. Baucus has generally voted the way Montanans wa nt against amnesty and other rewards for illegal aliens.

I believe that Sen. Baucus and his staff do not think Montanans know about the E-Verify issue in the Stimulus Bill and will not make a stink later if they find out he is the one who ensured that illegal aliens get Stimulus jobs.

But ...

.... I really believe that Sen. Baucus would be incredibly embarrassed if the nation comes to understand that he was the one who insisted that $800 billion of stimulus money should be shared with illegal aliens.

Stress that if the Conferees take out the House protection of American workers through E-Verify, this will be a political hot button that will plague him and the Democratic Party for the next two years.

Even if this doesn't get much media attention now, it will grow and grow and grow as the public learns that the Democratic leadership insisted that Stimulus jobs be able to go to illegal aliens.

Don't hesitate to use construction jobs as an example and note that under current non-E-Verify conditions, one of every 7 construction jobs goes to an illegal alien. That means that 300,000 of the stimulus contruction jobs that were supposed to go to unemployed
Americans will go to illegal aliens.

GO TO THEIR OFFICES THIS AFTERNOON

When we defeated the mass amnesty in 2007, NumbersUSA faxers across the country personally visited Senate offices in their home states.

You just have to knock on the door, give your name and address and say that you know there are a hundred different issues that the Senator is considering in the Conference committee and that you don't want the E-Verify provision to get lost.

Talk to whomever you can, even the receptionist. But try to talk to "somebody who will immediately convey my opinion to the Senator's top aides back in Washington."

Make sure the office staffers understand what is at s take.

If possible, get hold of somebody else to go with you so there are at least two of you doing this.

This is one of the few things that can be done to break through the fog of this giant bill.

THANKS,

-- ROY

That e-mail is not entirely true.

Baucus did block Sessions (R) Ala from introducing E=Verify on the 9th, but it got introduced and amended later and Harry and Nancy stripped it out.

sad isn't it when the facts come out...

Dems are lining themselves out for a multi generational decades long reign with these type actions- as they know most aliens/immigrants will vote Democrat- and they (just like McCain and Bush did) want them all given amnesty and fasttracked to citizenship for that reason...

I don't think it was one Repubs wanted to live or die on- as they want to keep the powerful backing of the Chamber of Commerce- who was heavily lobbying against the E-Verify...
Interestingly all day- I've only heard one Repub bring this up in all the speachifying and ranting they are doing in both the House and Senate...And they've been ranting on everything...

House passed the Stimulus/Jobs bill earlier by a 246-183 vote- Senate voting now..

It's Official -- U.S. Chamber Would Lobby for Foreign Workers During a Depression

By Roy Beck, Tuesday, February 10, 2009, 10:44 AM

The U.S. Chamber of Commerce's reaction to a limited set of stricter rules for banks hiring foreign workers answers a bar debate that long has raged. The question has always been whether if we had another Great Depression would the Chamber still continue to lobby for more foreign workers on the basis of worker shortages. This week, the debate is settled. YES, THEY WOULD!

The Chamber and immigration lawyers are in an uproar over a provision placed in the Stimulus Bill by socialist Sen. Sanders of Vermont and Republican Sen. Grassley of Iowa. Any bank receiving Stimulus money should not be hiring foreign workers while laying off American workers, Sanders and Grassley said.

This concept has enraged the Chamber and the American Immigration Lawyers Association.

(The provision) will hurt immigrant workers, the businesses they work for, and the economy. U.S. businesses who are trying desperately to recover financially MUST have access to specialty skills inside our country, so they can keep their businesses in the U.S.

-- From a letter sent by R. Bruce Josten, the Chamber's vice president for government affairs, and Jeanne Butterfield, executive director of the lawyers association.

The news service Congress Daily noted that the provision in the Senate Stimulus doesn't even prohibit the hiring of foreign workers while laying off Americans.

Companies would still be able to hire workers through the H-1B program. But under the Grassley-Sanders language, they must actively recruit U.S. workers, ensure they do not displace American workers and ensure that
American workers are not laid off in favor of foreign workers. Grassley and other advocates say the intention is to ensure that U.S. workers are given priority in hiring.

-- Chris Strohm, Congress Daily

Shouldn't this be the standard even during good times? But it isn't. Except for a small percentage of companies in very special circumstances, current law allows corporations to ignore the applications from American students and choose only foreign students for jobs. It allows corporations to fire American workers and replace them with foreign workers. It even allows them to force American workers to train their foreign replacements in order to get severance pay.

But the Chamber of Commerce says it will do a major lobbying blitz on Congress this next week to make sure that those mistreatments of American workers can continue by removing the Sanders/Grassley language.

And don't think the Chamber's incredible greed and callousness toward American workers is all that special.

Editorial writers from the New York Times to the Wall Street Journal to the Indianapolis Star to probably the newspaper in your region have argued over the last week that our nation is experiencing a labor shortage.

That's right! While the government announces that another 598,000 U.S. jobs were eliminated in January, the elite scribblers of our nation's ivory towers are telling us that we don't need a mandatory E-Verify system to keep illegal aliens out of jobs because the nation is suffering from a labor shortage. They say that the answer to illegal immigration is to greatly increase the number of foreign workers allowed to take jobs here.

This kind of thinking helped the majority of Senators on Monday decide that companies and local governments should be able to hire illegal aliens and use Stimulus money to avoid hiring American workers. Although the Senators put some limits on banks, they answered the Chamber's call to make sure Stimulus recipients don't have to use E-Verify to screen out illegal foreign workers.

With 12 million officially unemployed Americans, the Chamber and its friends still see worker shortages. Is there a point when our elected officials will stop listening to them?
