no it just makes the statement into nonsence. The long term economic beneifit would only happen if the border was OPEN not closed.
 
For what it's worth, I would be quite happy to see the border stay just like it is. I kinda see exporting live cattle as much the same as exporting raw logs and unrefined petroleum products. The sort of thing you probably wouldn't see in reverse. I really look forward to the day that the Canadian beef industry can stand on it's own two feet and find it's own markets.
