Huge chunks of the federal money are earmarked for specific projects, such as highways, water systems and sewage systems, or specific areas, such as education and human services.
But the states also have some "discretionary" funds that they can choose to spend on whatever they like.
Here' a look at the highlights from Schweitzer's proposals, as outlined at today's news conference:
• Some $211 million for highway projects; the state Transportation Division is already preparing contracts for bidding.
Contracted by or much subcontracted to small business's
• About $50 million for the state university system, including enough money to freeze tuition at state campuses through 2011.
• About $60 million set aside for increasing caseloads in Medicaid, the state-federal program of health insurance for the poor.
Paid to many of the small clinics around the state..
• $43 million to shore up the state Teachers Retirement System, whose value has been hammered by the falling stock market.
• $43 million for school infrastructure and maintenance projects all across Montana.
The majority of these will be contracted by local small business...
The $10 million in funds for the timber industry could be used in several ways, the governor said, such as helping mills retool to process dead or dying trees from an epidemic of pine-beetle infestation in Montana.
Many of the timber operations left in Montana are small business's.
"We're finding a way to invest $10 million to save the timber industry, so that we don't go the way of Colorado and Utah and New Mexico and lose all of our timber industry," he said.
Schweitzer said the plan will create or preserve 11,000 jobs in the state.

Did this make the news anywhere? I heard about it on talk radio but I don't think it was reported anywhere else, I can't imagine why that would be.
The trickle down theory- and Bush's "sh*t runs downhill theory" have not been working....Its time to try some trickle up money...Money in the hands of the people- that these business's then can go out and compete for...

If you want to get money circulating fast- and truly stimulate the economy- you get it into the hands of the working/middle class on down..They'll spend it....

Exactly, so explain to us again, how spending the stimulus over 3 years, and only on big contracts, no small business, is going to work!

If a construction guy has a few extra bucks and worked extra hard- he might even buy a big Rib steak...And that supports that small business grocery store or restaurant which each hires 5-50 people- and if business picks up has to hire more- which supports that small business meat distributor- and the truck drivers- which goes on up thru the chain of the major distributors/Packer Mafia- and comes back around to the feeders (many of which are small business) that then have money to buy YOUR calves to feed....
If everything was allowed to come to a standstill (as it was in Sept/Oct/Nov) when no one could come up with money to feed cattle- what do you think you would be living on... :???: I don't know how many buyers told me they weren't getting any orders- because there was no money for the feeders to get or investors buying anything...
Bush's Bailout hasn't worked because they wouldn't allow any regulation to be put on how the money is used- and the banks are all sitting on it- or again greedily profiteering off it...The reason Geithner said they were putting some rules on the next TARP money that has to show where its going- and requirements it goes to fund these small business's...
