Joe Legal and Jose Illegal both enjoy the same police and fire services, but Joe paid for them and Jose did not pay.

In August 2001, Governor Rick Perry stopped by Edinburg, Texas, to deliver a speech before a gathering of Mexican and United States officials on issue related to the border. Emphasizing the cultural and economic connections between the two nations, Perry called for new investment in infrastructure and an easing of restrictions on border traffic to further deepen ties. He also took a moment to tout a groundbreaking new law that allowed children of illegal immigrants to receive in-state tuition at Texas universities.

"We must say to every Texas child learning in a Texas classroom, 'we don't care where you come from, but where you are going, and we are going to do everything we can to help you get there.'" he said. "And that vision must include the children of undocumented workers. That's why Texas took the national lead in allowing such deserving young minds to attend a Texas college at a resident rate. Those young minds are a part of a new generation of leaders, the doors of higher education must be open to them. The message is simple: educacion es el futuro, y si se puede."

Former Congressman Tom Tancredo (R-CO), an outspoken critic of undocumented immigration, blasted Perry as weak on undocumented immigration in an op-ed in Politico on Thursday.

When I ran for president in 2008, I tried to pressure the Republican candidates to take a hard line against illegal immigration. For this, Perry called me a racist.
When he first took office as governor in 2001, Perry went to Mexico and bragged about his law that granted "the children of undocumented workers" special in-state tuition at Texas colleges, the first state in the nation to do so.

"The message is simple," Perry concluded, "educacion es el futuro, y si se puede." Education is the future, and (echoing Cesar Chavez's slogan) yes we can.



"Gov. Perry is very eager to appear tough on illegal immigration, but upon closer inspection he's part of the problem," complained William Gheen, who runs the North Carolina-based political action committee Americans for Legal Immigration. The group intends to educate conservative groups about candidates' positions on that issue

Tea party criticism about Perry's immigration record is now appearing on activist blogs in Arizona and New Hampshire.


A 2006 state report said that the state's undocumented immigrants – 1.4 million then, 1.65 million now – added $17.7 billion to the gross state product, and that the state came out ahead on taxes it collected versus services it provided. But local governments and county hospitals were shouldering the burden of caring for that population.

The Texas Association of Business, which has backed Perry in all his gubernatorial campaigns and has members who individually have provided Perry with hundreds of thousands of dollars in campaign cash, touted that report in its firm support of comprehensive immigration reform. TAB, the state's chamber of commerce, has lobbied for immigration reform and against state legislation regulating immigration.

"The economy would suffer without undocumented workers," said Bill Hammond, TAB president and CEO. "We need them."

Texas remains welcoming to immigrants in ways some other states are not.

Undocumented immigrants can get in-state tuition at Texas universities. Neither employers nor state agencies are required to run job applicants through a federal database to determine their legal status. Undocumented immigrants have access to services for drug treatment, mental health and children with special health care needs.

So Soap- I take it you aren't a supporter of the Teaparty's current anointed Champion- Governor Perry ?

Neither am I- as he seems totally two faced- and his past actions speak louder than what he now says to get personal political gain....
 
Can any one tell me what president gave amnesty to the illegals. It is hard for me to remember please help me. Also do any of you remember that the USA imported Mexicans by the train load to work here during World War II.

No president in our lifetime has given illegals amnesty per se'. They don't have the power.

There was Congressional Bill that allowed them to work through progressive steps to obtain amnesty, but they had to earn it by being a productive citizen after applying for a Temporary Residency card and then a Resident Alien card throughout about a 10 year span. Plus, no jail offenses.

Reagan signed the last amnesty bill- which also made it illegal to hire an illegal...A law that has never been enforced...


The Immigration Reform and Control Act (IRCA), Pub.L. 99-603, 100 Stat. 3359, enacted November 6, 1986, also Simpson-Mazzoli Act, is an Act of Congress which reformed United States immigration law.

In brief the act:

required employers to attest to their employees' immigration status.
made it illegal to knowingly hire or recruit unauthorized immigrants.
granted amnesty to certain seasonal agricultural illegal immigrants.
granted amnesty to illegal immigrants who entered the United States before January 1, 1982 and had resided there continuously.

The act was signed into law by President Ronald Reagan. An estimated 3 million unauthorized immigrants received amnesty under the act. A May 26, 2006 New York Times article arrived at the figure 2.8 million: 1.7 million under a general amnesty, plus 90% of the 1.3 million that applied under a special program for agricultural workers.

Eisenhower was the last President to make a concerted effort to shut off the borders and deport all the illegals...

Record numbers of illegal immigrants have been deported since President Obama took office, and the number of audits of businesses that hire undocumented workers has quadrupled during the same period, The Washington Post reported.

The administration's plan to overhaul federal immigration laws has led to the deportation of about 400,000 people this fiscal year. That's ten percent more deportations than the Bush administration's 2008 total and 25 percent more than were deported in 2007, according to the Post.

Last month Immigration and Customs Enforcement Director John Morton wrote a memo instructing officers to focus their "principal attention" on felons and repeat lawbreakers.

"We're trying to put our money where our mouth is," Morton told the Post, saying the goal is a "rational" immigration policy. "You've got to have aggressive enforcement against criminal offenders. You have to have a secure border. You have to have some integrity in the system."

Instead of going directly after individual undocumented workers, which is labor-intensive and time consuming, the administration has been targeting employers who hire them. The number of business audits has increased four-fold since the Bush era, with $6.4 million in fines collected, the Post said.

The new policy is part of Obama's promise to renew federal immigration laws, an initiative he outlined in a speech earlier this month at American University.

The plan has drawn criticism from all sides in the immigration debate, the Post said, including from those who say the administration is weak on border security and from others who want him to do more to help the estimated 11 million illegal residents already in the country.

we should learn from our mistakes..

it was a bad idea then,.. and is a worse idea now..

it was supposed to be to allow some farm workers a way to become legal.. it supposed to be followed by stricter "enforcement'''

the process was abused and the enforcement never came..

so fool US once.. shame on you fool US twice shame on US..

in other words.. "the US job market is crap so some left.. we don't know how many.. but we can guess it was alot. so we made up a number.". :? :???:

ICE Inflates 2010 Deportation Numbers to Reach Annual Goal

The Obama Administration has boasted that it deported a record number of illegal aliens in the 2010 fiscal year, but a new report reveals that Immigration and Customs Enforcement used some old numbers to make the actual number of deportations to show higher than reality.

but at least 19,000 of the 393,000 were actually deported in 2009.

The larger number also represents another 6,500 who were part of a repatriation program that would normally fall under Border Patrol statistics.

When ICE realized that it wouldn't meet its 2009 numbers, officials also encouraged foreign nationals to accept quick deportations in exchange for a clean immigration record. Voluntary returns were also counted as deportations for the department.

"It's not unusual for any administration to get the numbers they need by reaching into their bag of tricks to boost figures," former field office director Neil Clark told the Washington Post.
 
It appears as tho even Ike was hoping for and using voluntary returns as a way to get rid of illegals...

Operation Wetback

Operation Wetback was a 1954 operation by the United States Immigration and Naturalization Service (INS) to remove illegal immigrants, mostly Mexican nationals from the southwestern United States.


History
Burgeoning numbers of Mexican migrants prompted President Dwight D. Eisenhower to appoint General Joseph "Jumpin Joe" Swing as INS Commissioner. According to Attorney General Herbert Brownell, Jr., Eisenhower had a sense of urgency about illegal immigration upon taking office. In a letter to Senator J. William Fulbright, Eisenhower quoted a report in The New York Times that said, "The rise in illegal border-crossing by Mexican 'wetbacks' to a current rate of more than 1,000,000 cases a year has been accompanied by a curious relaxation in ethical standards extending all the way from the farmer-exploiters of this contraband labor to the highest levels of the Federal Government."

Operation Wetback in action
The effort began in California and Arizona in 1954 and coordinated 1075 Border Patrol agents, along with state and local police agencies. Tactics employed included going house to house in Mexican-American neighborhoods and citizenship checks during standard traffic stops.

Some 750 agents targeted agricultural areas with a goal of 1,000 apprehensions per day. By the end of July, over 50,000 illegal aliens were caught in the two states. An estimated 488,000 illegal aliens are believed to have left voluntarily, for fear of being apprehended. By September, 80,000 had been taken into custody in Texas, and the INS estimated that 500,000 to 700,000 had left Texas of their own accord. To discourage illicit re-entry, buses and trains took many deportees deep within Mexican territory before releasing them.

Tens of thousands more were deported by two chartered ships: the Emancipation and the Mercurio. The ships ferried them from Port Isabel, Texas, to Veracruz, Mexico, more than 500 miles to the south. Some were taken as far as 1000 miles. Deportation by sea was ended after seven deportees jumped overboard from the Mercurio and drowned, provoking a mutiny that led to a public outcry in Mexico.

Civil rights violations
There were widespread allegations of abuse against Mexicans and US citizens of Mexican descent, including harassment and beatings. Lawsuits were filed and settled in favor of victims

More migrants facing deportation are getting reprieves



Deferred action is a discretionary tool ICE officials can use to help people in special circumstances. It does not give legal permanent residency, but it allows someone to work until his or her status is resolved. The action is usually given for one year at a time but can be renewed as many years as deemed necessary.

The uptick in reprieves from immigration judges tracks with a national trend, but the increase in deferred actions contrasts with national numbers.

The increase in reprieves shows the Obama administration is intentionally leaving noncriminal illegal immigrants alone as officials work to find and deport illegal immigrants who have committed crimes beyond entering the country illegally,

The number of people who had their cases terminated or were granted relief accounted for 24 percent of the approximately 229,000 cases nationwide last fiscal year, up from 19 percent the previous year and 14 percent in 2005,

In cases where immigration judges grant relief, a person facing deportation is allowed to stay and is given some kind of legal status based on his or her situation. This can include being granted asylum or legal permanent residency when a person demonstrates exceptional hardship.

If a case is terminated, a judge finds someone not deportable as charged by Immigration and Customs Enforcement. The person could be found to be a U.S. citizen or a legal permanent resident who has not committed a deportable offense.

A leaked internal memo from U.S. Citizenship and Immigration Services that surfaced last summer reveals

"Rather than making deferred action widely available to hundreds of thousands and as a non-legislative version of 'amnesty,' USCIS could tailor the use of this discretionary option for particular groups," the memo said.
 
ICE boosts deportation numbers while diminishing public safety

After a year-long investigation by the Columbus Dispatch, the newspaper found that miscommunication and lack of communication between federal agencies and local law enforcement and prosecutors often cobbled the justice system to the point of failure. That scores of illegal immigrants accused of serious and violent crimes ranging from drug charges to rape to murder were often able to essentially deport their way out of prosecution.

And, even more sinister, when charges are severe, those deported only have to find their way back to the States assuming a new identity and start fresh. Charges are dropped. Cases dismissed. It is as if the crime they committed never happened because with that new identity comes an unblemished past. More often than not, victims find no justice. Making matters worse, the "evil-doers" - such as they are, allegedly - get to enjoy their stay and their ticket home on the taxpayer's dime.

For the locals - cops and prosecutors - however, "success" by ICE standards is a little more than a colossal flop, a waste of taxpayer dollars, and a crushing fatal blow to local efforts to prosecute dangerous criminals and protect the public. And, because ICE can hide behind the notion of "immigrant privacy", finding out who has been charged with what often remains a mystery.

The one thing this administration is good at is padding numbers. They claim their created millions of jobs yet the unemployment rate WENT UP. So to find out they padded the number of deportations of illegals is NO BIG SURPRISE. :roll:
