obama changed the paramaters of a law today, wasn't No Child left behind passed by congress? where did the constitutional professor get the authority to change law?

In September 2011, President Barack Obama said that states would be able to seek waivers around key provisions in the law, including its 2014 deadline for proficiency. "Congress hasn't been able to do it, so I will," Mr. Obama said in a speech at the White House. "Starting today, we'll be giving states more flexibility to meet high standards."

Article 1 section 1 of the U.S. Constitution:

"ALL legislative powers herein granted shall be vested in a congress of the United States which shall consist of a Senate and a House of Representatives."

ALL is a pretty inclusive word, thers doesn't seem to be any law making authority left over for a President.

The case developed when the Sacketts bought a .63-acre parcel of land for $23,000 in a subdivision in their hometown of Priest Lake, Idaho. The couple obtained all of the needed permits for their project and started work. Suddenly, the Environmental Protection Agency showed up on the building site, demanded that the work stop and issued a "compliance order" that the couple remove the fill they had brought in, restore the land to its native condition, plant trees every 10 feet, fence it off and let it sit for three years

I sure hope they win.. I have a "worthless piece" of high ground surrounded by wetlands... the fed wants it.. so they have "designated" it wetlands.. (it used to be farmlands)... (I keep it mowed just to piss them off) ..

so this ruling would make a huge difference in my life..
