LBJ's War On Poverty Lies Beneath Ferguson Tragedy

When Hillary Clinton last week blamed "inequalities that persist in our justice system" for the tragic Ferguson shooting and unrest, she ducked the real issue — our welfare system.
As part of his "Great Society" anti-poverty agenda, President Lyndon Johnson 50 years ago created the Housing and Urban Development Department to provide hefty rent subsidies for urban poor who moved into new housing projects. But it wasn't long before the new projects became as crime-infested and drug-ridden as the old.
After civil-rights leaders complained that the tenements segregated blacks, HUD began tearing them down, providing in their place portable housing vouchers. The $20 billion Section 8 program, which has expanded under President Obama, lets dislocated public housing tenants move to private housing in surrounding neighborhoods, where they can take advantage of better jobs and schools, and escape the crime.
That's the idea, anyway.
In reality, crime only follows Section 8 tenants to the suburbs, according to a large body of research, including a 2011 HUD-commissioned study. That's precisely what happened in Ferguson,
