Beef and cattle export bans from the UK: update
Purpose
Customers will no doubt be aware from press reports of progress being made on the lifting of the ban on the export of beef and cattle from the UK. There is much speculation as to what is happening, so this Customer Information Note aims to put the record straight. The main message is that for the time being the export ban is still in place.

Latest position
The UK is currently in negotiation with the European Union (EU) Commission and other Member States on a proposal to lift the ban. The proposal as it stands would permit the export of cattle born on or after 1 August 1996 and beef and beef products from such cattle, subject to the necessary health and certification requirements.

If the timetable set out by the Commission is followed, we expect a vote on the proposals to take place on 7/8 March at the earliest. This is assuming that the Commission put the proposals to a vote. It is by no means certain that there will be a positive result but we are doing all we can to make sure that this happens.

Thereafter, if the vote is positive, there will be a delay of at least a month before the ban is lifted. This is to allow time for, amongst other things, translation into all EU languages, formal adopted by the College of Commissioners and changes to our own domestic legislation. If the vote were to be negative, the proposal would be referred to the Council of Agriculture Ministers. This would mean a further delay.

In the meantime it is extremely important that there are no illegal exports of beef and cattle from the UK which could put our arguments for lifting the ban in serious jeopardy. The only beef which is eligible for export is UK boneless beef produced under the stringent conditions of the Date Based Export Scheme and beef of foreign origin produced under the XAP Scheme. All such beef would be clearly marked. If in doubt about whether an export is legal, please contact 020 7904 6462/6327.
