Perhaps it's because he realizes that a government option "competing" against private insurers is a lie in itself. It could also be that he doesn't want the goverment to swallow up private insurers which again makes a mockery of "competition". Then again, he could be looking at everything else the goverment has ever managed, including medicare and medicaid and he's come to the inescapable conclusion that the goverment is incapable of managing anything.
