Montana's "Stimulus" Indian Corruption

Corruption had long been a staple of some Montana tribal governments, but after the American Recovery and Reinvestment (“stimulus bill”) monies flooded Indian country with millions of dollars, the focus towards how tribes have spent money allotted to help their poorest members has been increased with pressure from all fronts from politicians, citizens, to tribal members themselves. With only $2.3 million recouped from $69 million in “questionable expenditures” according to a recent independent Associated Press audit, in 2011 then FBI Director Robert Mueller ordered FBI offices to combat rampant corruption on Indian reservations. Along with the Office of the Inspector General, FBI, and IRS, the Montana U.S. Attorney Michael Cotter heads the Montana Guardians Project has been chosen to oversee – as well as be overwhelmed – potential corruption has been a welcome to many tribal members who have seen those in tribal government get rich while the rest of the populace often stagnates economically.

I know there are plenty of LEO's who "imagine" they know the law, but that's about as far as it goes.

I had a very interesting discussion one evening several weeks ago with a state trooper who "imagined" he had the authority to stop me from what I was doing. I wasn't breaking any laws, but he didn't like what he saw. Too bad. He about sh!t his pants when I pulled out my phone and asked him who he wanted to talk to, the county attorney or 1 of 2 District Judges. His eyes got pretty big when he saw their office AND cell numbers in my phone's address book. He muttered something about having other things to do and left. Nitwit.

You want to see that kind of corruption you need to visit Canada - there the truth is never reported and the corruption allows people like Chief Theresa "Spendsalot" Spencer to drive her Caddy to her Florida condo while the regular Indians stay home and hurt - then they all blame the federal government for their woes.

All they really have to do is look in the mirror to see who is causing their problems - but of course the truth cannot be spoken for fear of being called a racist - what an over used word!

Federal Court has jurisdiction over most serious crimes/felonies on the reservations- and all those involving Federal funding... I think in Montana- only one tribe (Salish and Kootenai) have accepted State jurisdiction...

Probably close to 75% of the FBI's and US Attorney's criminal work involves Indians on the reservation... Most the rest is drugs...

And like the article says- corruption has been going on involving tribal politics for as long as I can remember... It differs greatly from tribe to tribe... The Crow tribe ousts a Chairman seemingly yearly... And usually they then end up being indicted and convicted for some type of funds...

The joke on the Rez is that if you can get elected Tribal Chairman- you have set your self up for life... End up with a ranch, business, or whatever you want...
One of the reasons the campaigns often get so wild/dirty and expensive... Takes a lot of bucks to provide enough "feasts" to get elected...

No such luck....just 20 miles from home and in my home county.
