Actually- I really don't know that much about the bill...I have heard little about it- and still haven't read an unbiased description of what it does....
I understand it replaces the 30 year old Clean Waters Act-- which after 30 years the courts hadn't figured out what it says/does :shock: ...Right after I retired I was appointed to a Water Commisioner position where I served for a couple of years-- and about all I found out about all the laws, rules, regs, about streams, rivers, water rights, etc.- is that they are all screwed up- with terrible records and data base- overlapping court rulings- and with numerous conflicts between state, federal, and tribal law...
From all the articles I have read from all the Sportsmens groups, bunny huggers, conservation groups, and enviromentalists- that are supporting it- I probably oppose it...But just don't know that much about it..

As far as jigs comment- I totally agree....My NRCS lady told me several years ago this was the direction they were going....Much of it is driven by all the Free Trade Agreements and the WTO rulings against subsidies- so everything (payments) will start taking the form of water improvement and conservation payments....That and the fact that agriculture producers (which never have been able to get organized in any way) are like a pimple on the butt of an elephant in comparison to the power of the sportsmen and greenies- and they're objecting to their taxpayer money going to any type of subsidies- even tho they don't realize that is what has kept their food so cheap...

NRCS has always been all about conservation. After all, look what their middle name isNATURAL RESOURCES CONSERVATION SERVICE, whose predecessor was the SOIL CONSERVATION SERVICE. They have already been pumping hundreds of thousands of conservation dollars out through the EQIP program over the last several years.
