Somewhere in past history of the USA, 'the people' were 'sold' the idea that ownership of wildlife by "the King" (or the Queen as the case today) was too onerous and 'unfair', so we should ALL own them. And our citizens fell for that switch play, failing to see that "the people" really meant THE GOVERNMENT till the regulations made it all too clear.
In SD, probably as in other states, the Dept. of Game, Fish and Parks (by whatever name used in other states) CONTROLS the regulation and it does NOT favor the land owner who feeds the critters and has the added cost of their depredations to our facilities and feed. GFP is funded via license fees and various taxes on ammuntion, etc. The hotels, motels, restaurants, bars, and so on reap the benefits, with a pittance to landowners who participate in the sometimes GFP management hunting on private lands, GFP also buys land (generally at prices farmer/ranchers can't affort) for wildlife 'management' and hunting as well. There is some quite limited payment or assistance to those who can demonstrate real losses of feed to deer or other protected wildlife.
There is some hunting allowed, only within proper seasons and following game laws, by outfitters, but it sure doesn't seem encouraged by anyone. Nor is any other means of farmers and ranchers recovering some of their losses from over-population of some species, IMO.
