Why do they have to identify it as a "BLACK" community.. Why do they have to put any race with a community when they talk about it... Does that mean they don't want to do anything for the poorer "WHITE" communities :???: ... Or the whites and latinos that live in that "BLACK" community :???:
Maybe they could just look at them all as socially/economically challenged communities and not by skin color...
