U.S.D.A. proposes changes to poultry contract regulations

WASHINGTON — The U.S. Department of Agriculture’s Grain Inspection, Packers and Stockyards Administration (GIPSA) proposed changes to regulations governing poultry contracts. The proposed amendments require poultry companies deliver a copy of an offered contract to growers in a timely manner.

"The recommended requirements will help both growers and poultry companies by providing clear, thorough information at the start of the contracting process," said James Link, administrator for GIPSA.

According to the proposal, contracts must include:

• Information on grower performance improvement plans, if they exist;

• Provisions requiring written termination notices; and

• Provisions allowing growers to discuss the terms of contracts with designated individuals.

The proposed changes were published in the Aug. 1 Federal Register. Additional information is available in GIPSA’s Federal Register notice at archive.gipsa.usda.gov. Parties are invited to submit comments on the proposal. GIPSA will consider comments received by Oct. 30, 2007.

This is a joke. GIPSA has been asked to re write regulations for this industry regarding PSA definitions (read the Fascist Judge decision I posted) and known frauds and all they can come up with is this? I talked to some poultry farmers who said they didn't even get a copy of the contract!!!

This agency needs to be closed. They need to just start over. Every one in the chain of command, including political appointees overseeing this regulatory agency needs to be black balled for their incompetency and inability to do their job. James Link is no better than who he replaced---JoAnn Waterfield.

By the way, James Link was tapped from the NCBA. Is this the quality of leadership NCBA offers? Maybe James' wife is good at baking pies. :x


LOOK CLOSELY. THIS IS WHERE THE CATTLE INDUSTRY IS HEADED.

THIS AGENCY HAS GIVEN UP ITS DUTIES TO ENFORCE THE LEGAL PROTECTIONS FOR PRODUCERS INTO ENFORCING CONTRACTS THAT ARE WRITTEN SOLELY WITH THE INPUT OF PROCESSORS.
