Example 3 – 2004: USDA relaxed import restrictions by ceasing its longstanding practice of conducting monthly inspections at foreign meatpacking plants and began conducting only periodic inspections. USDA justified this action by explaining that under the United States’ World Trade Organization (WTO) obligations: “FSIS, acting as a regulatory agency of the United States, may not impose import requirements on inspection systems or establishments in an exporting country that are more stringent than those applied domestically.”15

4. Example 4 – 2005: USDA justified its action of abandoning United States’ longstanding BSE import restrictions on the basis that, “[T]he OIE Code has never recommended banning the trade of cattle or their products even from countries with high BSE risk.”16 b. As a result of USDA’s abandonment of longstanding U.S. health and safety standards, and its adoption of the less effective international standards, the U.S. has knowingly exposed U.S. livestock and U.S. citizens to an increased risk for the introduction of foreign animal diseases and increased risk for food contamination. The solution is not to burden U.S. livestock producers with the responsibility to manage other countries disease problems within U.S. borders. But rather, the solution is to restore the highly effective import restrictions that once effectively prevented the introduction and spread of foreign animal diseases in the United States.

right, the USDA et al do not have any TSE disease problems of there own, they use the gold standard i.e. SSS policy, and the infamous August 4, 1997 mad cow feed ban i.e. the EXTRA FIREWALL, saved us all. what a bunch of hypocrites. in my opinion, r-calf et al, with all their delusional thoughts of the USA being mad cow free, mad cow feed free, only that it is a _foreign_ animal disease risk, _foreign_ animal feed problem, have done more harm than good to their industry. they are so far gone that they even believe now that if only the Canadian border was closed, all our problems would be solved, r-calfers could then feed cows to cows with no problem. old max needs to come back to reality. NAIS’ presumption that the herd-of-origin of a disease suspect is the source of a disease outbreak (which is consistent with USDA’s goal of identifying the herd-of-origin within 48 hours) would subject cow/calf producers to unwarranted liability for any disease detected in an animal that had left the herd-of-origin many months or perhaps many years prior to the outset of the disease.

LETS see now, the one mad cow that was covered up for 7+ months due to the MRR policy being born, then finally, after an act of Congress, confirmed by England, then the other highly suspect mad cow in Texas that was never, ever tested, just wisk away to be rendered, and the other suspect mad cow that tissue samples sat around for another 4 months, for the same reaseon as the 7+ month suspect and later confirmed mad cow (MRR being born, could not have no mad cows before that policy was in effect). see history below ;

O.K. confusious asks, IF all these new atypical BSEs i.e. new strains of mad cow disease is just an 'OLD COW PRION DISEASE', why then can not the 'old human prion disease' such as the sporadic CJD, be from an 'old cow prion disease', same as the nvCJD 'young people mad cow disease' (which also happens in 74 year old), but why cannot the 'old cow prion diseases', i.e. l-BSE, h-BSE, and ibncBSE, cause the 'old people prion disease', which looks like sporadic CJD. seems that is what some of the pathology is showing ???

OH, that probably makes too much sense, and that the only answer could be that it's all just a happenstance of bad luck and or a spontaneous event, that just happens out of the clear blue sky $$$

IF this is the case, then where are all the SPONTANEOUS BSE CASES OF MAD COW DISEASE IN THE U.S.A., AND WHERE HAVE THEY BEEN BURIED IN THE USA OVER THE LAST 25 YEARS ???

Comment 2006-2007 USA AND OIE POISONING GLOBE WITH BSE MRR POLICY

THE USA is in a most unique situation, one of unknown circumstances with human and animal TSE. THE USA has the most documented TSE in different species to date, with substrains growing in those species (BSE/BASE in cattle and CWD in deer and elk, there is evidence here with different strains), and we know that sheep scrapie has over 20 strains of the typical scrapie with atypical scrapie documented and also BSE is very likely to have passed to sheep. all of which have been rendered and fed back to animals for human and animal consumption, a frightening scenario. WE do not know the outcome, and to play with human life around the globe with the very likely TSE tainted products from the USA, in my opinion is like playing Russian roulette, of long duration, with potential long and enduring consequences, of which once done, cannot be undone. These are the facts as I have come to know through daily and extensive research of TSE over 9 years, since 12/14/97. I do not pretend to have all the answers, but i do know to continue to believe in the ukbsenvcjd only theory of transmission to humans of only this one strain from only this one TSE from only this one part of the globe, will only lead to further failures, and needless exposure to humans from all strains of TSE, and possibly many more needless deaths from TSE via a multitude of proven routes and sources via many studies with primates and rodents and other species.

MY personal belief, since you ask, is that not only the Canadian border, but the USA border, and the Mexican border should be sealed up tighter than a drum for exporting there TSE tainted products, until a validated, 100% sensitive test is available, and all animals for human and animal consumption are tested. all we are doing is the exact same thing the UK did with there mad cow poisoning when they exported it all over the globe, all the while knowing what they were doing. this BSE MRR policy is nothing more than a legal tool to do just exactly what the UK did, thanks to the OIE and GW, it's legal now. and they executed Saddam for poisoning ???

The logic behind the reasons not to let test for TSE in the USA because of The Virus Serum Toxin Act of 1913 and or because of the recent letter from the USAHA (see letter below) bring forth, are totally bogus. NO one could screw the testing up any worse than the USDA has done in the past. The OIG and the GAO has shown this time and time again. The 2004 Enhanced BSE surveillance program where some 275,000+ cattle were tested for BSE was proven to be terribly flawed from the beginning. This documented time and time again. Even Paul Brown, known and respected TSE scientist, former TSE expert for the CDC said he had ''absolutely no confidence in USDA tests before one year ago'', and this was on March 15, 2006 ;

"The fact the Texas cow showed up fairly clearly implied the existence of other undetected cases," Dr. Paul Brown, former medical director of the National Institutes of Health's Laboratory for Central Nervous System Studies and an expert on mad cow-like diseases, told United Press International. "The question was, 'How many?' and we still can't answer that."

Brown, who is preparing a scientific paper based on the latest two mad cow cases to estimate the maximum number of infected cows that occurred in the United States, said he has "absolutely no confidence in USDA tests before one year ago" because of the agency's reluctance to retest the Texas cow that initially tested positive.

USDA officials finally retested the cow and confirmed it was infected seven months later, but only at the insistence of the agency's inspector general.

"Everything they did on the Texas cow makes everything USDA did before 2005 suspect," Brown said. ...snip...end
