Rick Perry To Mobilize National Guard

(CNN) -- Texas Gov. Rick Perry will send 1,000 National Guard troops to help secure the southern border, where tens of thousands of unaccompanied minors from Central America have crossed into the United States this year in a surge that is deemed a humanitarian crisis.

Perry will also call on President Barack Obama and Congress to hire an additional 3,000 border patrol agents for the Texas border, which would eventually replace the temporary guard forces, according to a person in his office with knowledge of his plans.

He will make the announcement later Monday in Austin.

Perry's state has received the majority of migrant children, especially in the Rio Grande region, and he has repeatedly called on the federal government to deploy the National Guard.

"The people of Texas expect us, and I think people of this country expect us, to secure the border. And we will," Perry said in an interview with CNN affiliate KIMT in Clear Lake, Iowa, on Sunday.

After a meeting with Perry and others in Texas earlier this month, Obama said he was open to the idea but would rather focus on a permanent solution to the crisis that has overwhelmed border services and triggered nationwide political fallout.

The Rio Grande sector, where most of the immigrant children are turning themselves into the border patrol, has a large number of agents but it is also the largest crossing.

It currently has 3,000 border patrol agents covering 320 miles of land and 250 miles of water, which equates to 5.4 agents per mile. The Tucson sector, for instance, has approximately 15.7 agents per mile.

Both Perry and Obama have the authority to deploy National Guard troops, but whoever authorizes it has to pay for it. If Perry follows through, then Texas will have to pick up the cost.

Perry has been an outspoken proponent of securing the border since the influx of immigrants began.

The potential 2016 presidential candidate has used the issue to remake his image on immigration. His previous White House campaign was crippled partly because of a law he signed giving children of undocumented immigrants in-state college tuition.

Obama asked for $3.7 billion in emergency funds to address the influx of young immigrants, which hasn't gained much traction in Congress. It includes money to fortify the border.

The House and Senate are working on their own plan, which includes a controversial proposal to change a law that prohibits the youth, mostly from El Salvador, Honduras, and Guatemala, from being immediately deported.

Protests have erupted along the border with activists demanding immediate deportation. Counter protests have also erupted, pointing out that many of the migrants are said to have fled violence at home.

Protesters vent anger at 'alien invasion' of the U.S.

Perry said Saturday that 80% of the people crossing the border aren't children fleeing violence. He noted that crime along the border itself is up and that's one reason more security is necessary.

"The security of this country is being put into jeopardy because of the lack of commitment from the federal government to secure the border," he said.

Conservatives largely point to border security as their top immigration priority.

Resources for border security have steadily increased: More than 18,000 agents patrolled the border in 2013 compared to 10,000 in 2002.

The amount spent on border security has more than doubled. The Customs and Border Patrol budget jumped from $5 billion in 2002 to $12.4 billion this year.

The number of minors crossing the border has increased dramatically. Nearly 60,000 have come over since October, compared to 38,000 for the entire year in 2013 and 29,400 in 2012.

I understand Gov. Perry's frustration with inaction on immigration reform at the federal level, but with roughly 5 border agents per mile of border already deployed -- and significantly more in some sectors, one has to ask: How many will be enough? How about a legal immigration system that works, rather than militarization and every-bigger fences?

There might be 5 agents per mile, but if they are miles away from the border, up to their knees in poopy diapers and surrounded by thousands of sick kids, how effective are they?

Pass all the laws you want, but there will only be border security when the border is SECURE. That means totally fenced off and with adequate manpower.

Further proof that neither Gary Johnson nor OT has a full deck or any grasp of what is really happening on the border.

Perry, a vocal critic of the White House's response to the border crisis — and who is mulling a second presidential run in 2016 — said the state has a responsibility to act after "lip service" from the federal government.

He rejected suggestions that Texas was militarizing local communities by putting National Guard troops on the ground or that crime data along the border doesn't justify additional resources.

The deployment will cost Texas an estimated $12 million a month. Texas Adjutant General John Nichols said his troops would simply be "referring and deterring" immigrants and not detaining people — though Nichols said the National Guard could if asked.

"We think they'll come to us and say, 'Please take us to a Border Patrol station," Nichols said.

More than 3,000 Border Patrol agents currently work in the region, and Perry has repeatedly asked Obama to send the National Guard to the border. Much of the area has been overwhelmed in recent months by tens of thousands of unaccompanied children illegally entering the U.S.

U.S. Customs and Border Protection didn't respond to a request for comment Monday.

As governor, Perry is commander in chief of Texas military forces unless those forces have already been mobilized by the White House. But if Perry deploys National Guard troops it is up to Texas to pay for them, while an order from Obama would mean Washington picks up the tab.

"Gov. Perry has referred repeatedly to his desire to make a symbolic statement to the people of Central America that the border is closed," said White House spokesman Josh Earnest. "And he thinks that the best way to do that is to send 1,000 National Guard troops to the border. It seems to me that a much more powerful symbol would be the bipartisan passage of legislation that would actually make a historic investment in border security and send an additional 20,000 personnel to the border."

Earnest also said the White House hasn't received the kind of "formal communication" with Perry's office that usually accompanies such deployments.

Sounds like Perry's boys are just going to herd the kids to where the border folks are changing the poopy diapers... :wink: :lol:

I see where Perry has asked for another 3,000 Border Patrol to be hired... That will take at least 6 months to a year to get that many hired and trained- and Congress doesn't seem to be in any hurry to pass the authorization and funding... They're gonna take a 3 month vacation..

GW couldn't totally bankrupt Texas- maybe Perry can do it .. :wink:

As mentioned before, if the border agents are looking after the kids, then the border is not secure, from those that are taking advantage, of those areas not covered and coming across with an "adopted" kid.

Also, if Texas provides their own border agents, they will be better able to manage them. Unlike Barry's border agents that have been instructed not to fulfill their duties and are put into dangerous situations, without the means to defend themselves.

I bet he gets quite the chuckle everytime he sees the Obama death rate and injury rate of soldiers under his new rules of engagement direction.

Gov. Rick Perry today directed Texas Adjutant General John Nichols to immediately begin preparations for the deployment of up to 1,000 National Guard troops to the border. These troops will support the Texas Department of Public Safety's (DPS) ongoing law enforcement surge, Operation Strong Safety, which is focused on combatting criminal activity in the region resulting from the federal government's failure to adequately secure the border.

Since 2008, more than 203,000 criminal aliens have been booked into Texas county jails. Over the course of their criminal careers, these individuals have committed more than 640,000 crimes in the state of Texas alone, including more than 3,000 homicides and nearly 8,000 sexual assaults.

"There can be no national security without border security, and Texans have paid too high a price for the federal government's failure to secure our border," Gov. Perry said. "The action I am ordering today will tackle this crisis head-on by multiplying our efforts to combat the cartel activity, human traffickers and individual criminals who threaten the safety of people across Texas and America."

This deployment builds upon Operation Strong Safety by providing additional personnel that will work seamlessly and side by side with law enforcement officials. It also builds on the National Guard's existing border presence, which has been utilizing air assets to patrol the region looking for illegal activity.


Texas has already seen results from Operation Strong Safety - from week 1 to week 3 of operations, apprehensions of illegal immigrants have dropped by 36 percent, from more than 6,600 per week to 4,200 per week in the area of operation.

Two weeks ago, Gov. Perry met with President Barack Obama to discuss the ongoing humanitarian and national security crises occurring along the Texas-Mexico border. At this meeting, the governor reiterated his request for the president to activate 1,000 Title 32 National Guard troops to temporarily support border security operations until 3,000 additional Border Patrol personnel can be trained and deployed. Unlike the governor's activation which will be paid for by Texas taxpayer dollars, a Title 32 activation would have provided additional, federally funded personnel to be used at the state's discretion

So it appears that border states will have to go that extra mile if there is to be some sort of security, while the Federal Government, aka Buckwheat Regime, loads up Illegals and dumps them in communities all over the country. Surely none of them will join gangs or participate in illegal activities. :roll:

First, I thought we were told states had no authority?

Second, the dumping of illegals into communities Country wide helps Barry attain his goal of "diversity", within the community. Remember these Progressives want to design/control your community.

No diversity, no federal funds, and they want to spend money, so they will force you to have the diversity, garner votes, and implement Cloward/Piven, so they can create Utopia

Individuals also have flooded the agency with comments objecting to the plan, which is expected to be finalized early in 2014.

The 1968 Fair Housing Act prohibits racial bias in the sale, rental and financing of housing. HUD, the Department of Housing and Urban Development, which enforces the civil rights law, appears to be expanding it to include policing neighborhoods for racial diversity.

By deploying a thousand National Guardsmen to the U.S.-Mexico border, Perry has shown that as President he would be “ready and willing” to use troops without a defined objective, mission, or exit strategy, the aide confirmed.

“Sending troops someplace with no clear idea of why they are going or what they are supposed to be doing once they get there is a key part of the Presidential skill set,” said the aide, Harland Dorrinson. “Rick Perry has just shown that he’s got that nailed down.”

Dorrinson acknowledged that the gold standard for using troops for no reason might have been set by Perry’s predecessor in Texas, George W. Bush, but added, “If anyone can beat that record, it’s Rick.”

According to the aide, Perry’s “extremely Presidential response” to the immigration crisis is already winning him the praise of G.O.P. voters. “Nothing unites Republicans more than standing up to children,” he said.

Just because Obama did everything with garnering votes in mind, now liberals think everyone acts for the same reason. I don't see that Perry had much of a choice.

actually I would give him a bit if the benefit of the doubt on him being conservative..

while whether a person is liberal or conservative is a matter of perspective..

I feel I am quite liberal in most of my views.. but few "liberals" would agree..

I doubt if any "liberal" on here would agree with me on my perception...

but I am sure most conservatives would find me to the left of themselves on most important issues..


so when I talk to a liberal out here about politics,.. I just say I am a realist..

OT may be very conservative in his circle of friends.. but on here he is way to the left of many of us on most issues.
