An agreement the Bush administration reached with Mexico on Social Security benefits would allow illegal aliens granted amnesty in the future to claim credit for the time they worked illegally.
The deal was reached in 2004 but never released publicly because it hasn't been submitted to Congress. The TREA Senior Citizens League, a Social Security advocacy group, recently obtained the document through a Freedom of Information Act, and said it confirms the group's worst fears.
The document is a jumble of definitions and legal language, but a spokesman for the group said what's important is what's not in the text: It does nothing to prevent undocumented aliens who later get legal status from receiving benefits for the time they worked illegally. And that comes as the Social Security system's finances are about to be put under greater strain by the retirement of baby boomers.
"If you open up the trust fund to people who have been working in the country illegally for many years, that bankruptcy date can only come sooner," spokesman Brad Phillips said. "People on the other side of this, people who have been arguing that of course illegal aliens can't get their hands on Social Security benefits, now can't make that argument easily anymore."
But Mark Lassiter, a spokesman for the Social Security Administration, said the agreement doesn't change U.S. law. The law states that those who do not have authorization to work will not get benefits under a totalization agreement.
"To get Social Security benefits, you do have to be legally in the United States. This agreement does not address in any way immigration, immigration laws or override current law," he said, adding that a 2004 law, the Social Security Protection Act, prevents illegal aliens from getting benefits.
But the seniors group said the 2004 law also states that if those aliens later get legal status -- through an amnesty or some sort of legalization plan such as the one President Bush and the Senate tried to enact last year -- they would be able to collect the benefits based on their time as illegal workers.
The deal has not taken effect because Mr. Bush has not signed it or submitted it to Congress. Once he does, Congress would have 60 days to vote against it or it automatically would become law.
Congress has never defeated any of the 21 other totalization agreements the United States has reached. Most of those have been with European nations, with the financial effects known to be smaller.
Some lawmakers say Mr. Bush has not submitted the agreement because it would get caught up in the debate over Social Security's poor fiscal health, which could doom the measure.
Totalization agreements end double taxation, so workers have to pay only into one country's system, and allow a worker who didn't have enough credits in any one country to qualify for benefits to pool his or her credits. In the United States, it takes 10 years, or 40 quarters, to qualify.
Mr. Lassiter said that's not to say Mexican workers who spent less time, such as the six quarters minimum needed to pool credits, would get benefits equal to someone who had worked his or her full life here.

There is one thing Reagan did,,,and Bush supports that I totally disagree with.....and it is his treatment of Illegals and the amnesty program..

I am even more concerned now that the dems' have control...

She voted against a bill that would make employers liable for the reimbursements if an undocumented employee seeks medical attention. And she voted in favor of rewarding illegal aliens from Mexico with Social Security benefits.

At the same time, Pelosi has led the Democratic opposition to any effective border controls or documentation requirements. She opposed the Secure Fence Act of 2006, signed into law by President Bush, and voted against final passage of a border security and enforcement bill in 2005 which required that all businesses must use an electronic system to check if all new hires have the legal right to work in this country. She voted against a bill to bar drivers’ licenses for illegal aliens in 2005. This year she opposed legislation requiring presentation of a legitimate government-issued photo ID to prove eligibility to vote, claiming that “there is little evidence anywhere in the country of a significant problem with non-citizen voters.”

Senate Minority Leader Harry Reid (D-MX) wants his party's 11 million votes. That's the number of illegal immigrants estimated to be in the US. Reid has threatened to filibuster a Senate bill to overhaul immigration

I think they deserve amnesty...and here is how they get it.

everybody goes home. then we line our southern border with land mines, Marines, machine gun nests, napalm booby traps, and Michael Jackson.

anybody who makes it past that, gets put on a bus and taken to Sea World, where they are asked to swim across the shark tank.

as for Michael Jackson, any Mexican smart enough to push that bastard into the minefield to his death, gets to come to America.

if I keep coming to your home, and steal cattle, then get caught. all the sheriff does is take me home.....pretty soon I have my aunts, uncles, cousins and kids all in my two bedroom home, and we are ALL stealing your cattle.

pretty soon we are too many for the sheriff to mess with, and we have one big herd, so they say screw it, let them be...after all , look at the money they pump into the system.

The two main things that make me ashamed of Bush is his spending and illegal immigration. I expected no more from Clinton, but really hoped Bush would have came into office and acted like a true conservative in both these two areas.

Solving the immigration issue is so easy, but no one has the balls to do it. All you have to do is arrest all members of management connected with any company hiring illegals, give them 10 years in prison minimum and confiscate all assets much like they do during drug bust.

enforce the above and illegal immigration will make a big turn around.

And for Bush to say that it would be impossible to round up all the illegals. It might take a while but each small town has its own police force and IT CAN BE DONE. It was just a thought he wanted to implant in our minds.

It seems unthinkable. But then, so did 9/11 before it happened.

Can it really be possible that Americans are witnessing a governmental program designed to merge – slowly but surely – the United States, Mexico and Canada?

Just recently, for example, confirmation surfaced that the U.S. government is indeed planning on providing full Social Security benefits to Mexicans – which critics predict will bankrupt the already-shaky system. And a report by the powerful Council on Foreign Relations, regarded by many as something of a "shadow government," has called for a massive transfer of wealth from the U.S. to Mexico and the establishment of a "security perimeter" around North America – rather than securing America's borders with Mexico and Canada.

So, while many dismiss plans to integrate the three North American countries as wild Internet "conspiracy theories," the January edition of WND's acclaimed Whistleblower magazine – titled "PREMEDITATED MERGER" – boldly lays out the disturbing evidence for all to see.

"The idea that our own government could be engaged in compromising U.S. sovereignty in such a radical way is hard for people to contemplate," said WND Managing Editor David Kupelian. "After all, Americans are already reeling from a stunning immigration problem – stunning not only because of the effect 12-20 million illegals have on America's economy, values and crime rate, but also because of the government's refusal to do anything about it. And now they're hearing that perhaps their government has a secret globalist agenda that actually encourages an invasion from the south."
Veteran newsman Lou Dobbs described the merger controversy this way in a recent CNN broadcast: "For any American to think that it is acceptable for the president of the United States and … our government, to proceed without the approval of Congress or a dialogue and a debate and a public voice from the people of this country is absolutely unconscionable. … What they're doing is creating a brave new world, an Orwellian world, in which the will of the people is absolutely irrelevant."

it makes me so damned sick to think the powers that be are forging ahead with this plan, and we, being the stupid sheep, are sitting by watching it happen.

how in the hell do they think letting all these Mexicans in here will help our economy??? and adding in Canada??? come on, we already get hockey on our tv down here......

I think we can be good neighbors, but keep it like it is.

a north American union is a design for disaster.

What is crazy is Mexico has so much resources with much potential to become a strong player in the world market. Instead of coming here and working cheap why dont they get on the ball like china has and provide that cheap labor in their own country to produce goods for the world market.

I have nothing against Mexicans at all, but the problem is we are getting the bottom of the barrel over here. It is the ones they do not want that are coming to America. And as we get more Poor People with little education we get the problems that come with them such as crime.

Had a friend that wanted to move to New Zealand, she got a temp visa for a couple months or so. Then she decided she wanted to stay indefinitely and applied for a work visa. The told her no, that only people with professions that they were in need of could stay. If she was a Doctor or engineer they would have welcomed her. But since she basically was a burger flipper at McDonald's they said they have enough of those and she was denied.

This is the way we should be. If you have something to offer America then you are welcome, otherwise you can be our guest for a few weeks but after visiting Disney World go HOME!
