States With The Highest Federal Aid Percentages

The 10 states receiving the most in federal aid as a percentage of their general revenue, in order, were:

Mississippi, 42.9% federal aid as percentage of general revenue
Louisiana, 41.9%
Tennessee, 39.5%
South Dakota, 39.0%
Missouri, 38.2%
Montana, 37.4%
Georgia, 37.3%
New Mexico, 36.6%
Alabama, 36.1%
Maine, 35.3%

This would be helpful if there was a breakdown, does it include welfare/medicaid parks? forest lands, reservations or even SS and medicare? or just state budget items. For example a local school gets a large "check" because they are home to the coast gaurd base, to offset the loss of local taxes, it helps with the additional cost of services the city provides and they get help fund the local schools.. some seem to latch on to that number as a handout.. would that be counted? I would assume yes, but why should they shoulder the burden of the base? just getting federal aid, is not a good number.



Government spending is complex, the big dig fiasco in Boston probably spent more the some of these states received on an annual basis.. heck the cost overruns in some federal projects might be as much as these states get.
