Often cited as one of the seminal writings on welfare's effects on the family, this piece describes the state of the black family in the mid-1960s. Chapter 2 of this document specifically relates the breakdown of the black family to the rise of the welfare state, for Moynihan declares that "[t]he steady expansion of this welfare program [ADC], as of public assistance programs in general, can be taken as a measure of the steady disintegration of the Negro family structure over the past generation in the United States."
