WOODSTOCK, Ont. (CP) - Ontario workers are well-trained.

That simple explanation was cited as a main reason why Toyota turned its back on hundreds of millions of dollars in subsidies offered from several American states in favour of building a second Ontario plant.

Industry experts say Ontarians are easier and cheaper to train - helping make it more cost-efficient to train workers when the new Woodstock plant opens in 2008, 40 kilometres away from its skilled workforce in Cambridge.

"The level of the workforce in general is so high that the training program you need for people, even for people who have not worked in a Toyota plant before, is minimal compared to what you have to go through in the southeastern United States," said Gerry Fedchun, president of the Automotive Parts Manufacturers' Association, whose members will see increased business with the new plant.

Acknowledging it was the "worst-kept secret" throughout Ontario's automotive industry, Toyota confirmed months of speculation Thursday by announcing plans to build a 1,300-worker factory in the southwestern Ontario city.

"Welcome to Woodstock - that's something I've been waiting a long time to say," Ray Tanguay, president of Toyota Motor Manufacturing Canada, told hundreds gathered at a high school gymnasium.

The plant will produce the RAV-4, dubbed by some as a "mini sport-utility vehicle" that Toyota currently makes only in Japan. It plans to build 100,000 vehicles annually.

The factory will cost $800 million to build, with the federal and provincial governments kicking in $125 million of that to help cover research, training and infrastructure costs.

Several U.S. states were reportedly prepared to offer more than double that amount of subsidy. But Fedchun said much of that extra money would have been eaten away by higher training costs than are necessary for the Woodstock project.

He said Nissan and Honda have encountered difficulties getting new plants up to full production in recent years in Mississippi and Alabama due to an untrained - and often illiterate - workforce. In Alabama, trainers had to use "pictorials" to teach some illiterate workers how to use high-tech plant equipment.

"The educational level and the skill level of the people down there is so much lower than it is in Ontario," Fedchun said.

In addition to lower training costs, Canadian workers are also $4 to $5 cheaper to employ partly thanks to the taxpayer-funded health-care system in Canada, said federal Industry Minister David Emmerson.

"Most people don't think of our health-care system as being a competitive advantage," he said.

Tanguay said Toyota's decision on where to build its seventh North American plant was "not only about money."

"It's about being in the right place," he said, noting the company can rely on the expertise of experienced Cambridge workers to help get Woodstock up and running.

Premier Dalton McGuinty said the money the province and Ottawa are pledging for the project is well-spent. His government has committed $400 million, including the latest Toyota package, to the province's auto sector, which helped finance $5-billion worth of industry projects.

"I think that's a great investment that will more than pay for itself in terms of new jobs and new economic returns," McGuinty said.

The provincial funds for the auto sector were drawn from a fund set up to attract investments specifically in that industry. McGuinty said no similar industry funds are being planned for other sectors, but added the province wants to attract biotechnology companies - those working on multibillion-dollar advanced medical research.

"What we have done for auto we would like to be able to do for biotech," he said. "That's where we're lending some real focus to at the present time."

Similarly, Emmerson said Ottawa is looking to help out industries that create "clusters" of jobs around them - such as in aerospace, shipbuilding, telecommunications and forestry - where supply bases build around a large manufacturer.

Toyota Expanding Alabama Engine Plant

Like Honda, Nissan and other Japanese automotive deals done in the South over the years, Toyota has announced it is expanding its Huntsville, Ala. engine plant just after the paint has dried on its new facility. The expansion will add over 400,000 square feet to the existing plant, which just recently opened. Toyota will invest $20 million in the deal and add 150 workers. In the spring quarter the massive Japanese automaker announced another engine plant in Jackson, Tenn. If history repeats itself, expect that facility to expand right after it opens two years from now.

Supplier Opening Plant

A Canadian automotive supplier announced in early August it is opening a $25 million, 150-employee operation in Huntsville, Ala. Toronto-based Matsu, Inc., is adding 40,000 square feet to an existing 80,000-square-foot building located in the Lowe Industrial Park. The company manufactures metal stamping and welded assemblies and will serve several OEMs in the Southeast. Matsu officials said they looked at other sites in Georgia, Tennessee and Mississippi before picking Huntsville. Production at the new plant will begin in the summer of 2004.

Mercedes Supplier Lands in Tuscaloosa

Another Mercedes-Benz supplier is coming to Alabama. Eberspaecher NA, a builder of exhaust systems, announced it is building a new facility in Tuscaloosa County. The new plant will employ 60 workers.

One of them uses a biggoted term like redneck and I call him on it so his sophisticated brother in calls me a weiner. I feel I have every right to on occasion get up on a soapbox and say how I feel about any political situation in my country or anywhere else in the world. My friends and countrymen have died for that privelege and I'm proud to take advantage of it. It happens I agree with lots of things the US does, and I disagree with some also. Same goes here in my country. That's life, get over it.
The term anklebiter works quite fine for you Brad, because that's what you are. I'm not labeling Americans in general, just you. If you take a look around you will see lots of great people in these forums from both sides of the border. I can guarantee not all of them agree with everything that either one of us has to say. So don't go assuming that because someone from out of country disagrees with you or one of your countries policies that they are antiamerican.

Just think of what the billions of dollars squandered in Iraq could have bought for the US: better schools, healthcare for the elderly, better roads, the infastructure in major cities is falling apart, research into terminal diseases, shore up Medicare, Medicaid and Social Security. Even better security: more Border Patrol officers, real inspection of cargo being unloaded in our ports. But, no, the Bush Bunch was arrogrant enough to ignore the warnings of professional soldiers and attack Iraq with too few troops and now we have a quagmire. That's hot air. You can't guarantee any such thing. Terrorism experts say the US is more likely to be hit with another terrorist attack SINCE the invasion of Iraq. There are more terrorist training camps in Iraq SINCE the Bush invasion than before the invasion. If you think this unjustified invasion of a Muslim country will stop terrorist, you're wrong. For years, one of Osama Bin Laden's main recruiting points was that the US would someday invade and conquer a Muslim nation and take their oil. George W. Bush made a prophet out of Osama and now the radical Muslim groups are turning away young men willing to blow themselves up for their cause. You don't win those kinds of wars with bullets and soldiers. Israel is proof of that.

You're trying to change the subject again. I'll put this in big, bold letters so you can understand it: IRAQ DID NOT INVADE NOR ATTACK THE US. GEORGE W. BUSH LIED WHEN HE CLAIMED TO HAVE PROOF THAT SADDAM HAD WMDs. Comparing Saddam to Hitler is an attempt to change the subject. Not that it has any bearing on this discussion, but the Japanese attacked Pearl Harbor. They were axis partners with Germany, thus the US rightly declared war on all members of the axis group.
