Would decreasing the power that the Federal Government wields reduce the influence that the "rich" and corporations attempt to purchase?

Power can be a positive thing or a negative thing-it depends on the person(s) weilding it and its focus/direction which gets us back to ideology.
Sorry for the delay in answering.

not a problem, but you didn't really answer the question.

Do you think corporations would attempt to gain as much influence through lobbying and campaign donations if the Federal Government did not have as much power, through regulating?

Doesn't really matter, as you can't allow the BP's,Walmarts, etc of the country to be on their own as they will always put profits before safety, the environment, etc. therefore regulations will always be necessary. Perhaps the question should be if we think we can elect people who will enforce current regulations, delete old unnecessary regulations and legislate new ones. Regulations are like traffic lights and speed limits- necessary.

speed limits were to an extent federal under Carter... the fed in an effort to force states to comply threatened to withhold federal highway money from states that did not lower sped limits to 55mph..

same as upping the drinking age to 21.

no it didn't look like it..

right now the Fed Government has the power, money and resources that no one can match... so if a corp needs to kiss up to some one.. would it be the people, or the government?? ..

both can be persuaded by threats and enticements.. both can be lost by unethical practices,..

so a corporation will always look at which effects the bottom line the most.. its customers, or it's regulators.. and spend it's money trying to influence both..

theoretically a smaller federal government would pose less threat, and the people would have more power.. so a corporation would focus more on customer relations then lobbying..
