Two Rivers Detention Center

The 3,400 citizens of Hardin, MT voted to spend $27 MILLION dollars to build a jail with 464 beds ON SPEC???????? (No contracts lined up ahead of time to take in prisoners). Cafeteria trays, sweat socks, and 88 surveillance cameras just sit, unused, and now all attempts to bring in offenders of any kind have failed. It's no surprise that the bonds that were issued to pay for the construction of the facility are now in DEFAULT.

The never used facility does not even meet the design and security standards of the Montana Corrections Department and other prison agencies, partly because inmates would be housed in dormitory style rooms. THEY NEVER EVEN BUILT AN EXERCISE YARD???? And they want the GITMO detainees?

There must be something in the water up there that affects brain cells.

Unless you know Hardin Montana- and its location- it means little.....Hardin is split by a bridge- that separates it from the Crow Indian Nation- and the majority of the elected city, county, and all tribal officials are Tribal Members- in a Tribal Government that doesn't march to the tune of anything going on around them....They have a scandal and have an indictment, conviction, imprisonment, or impeachment about every month on a Chairman or councilman- in one of the most corrupt governments ever seen.....
The only one that seemed to fit in with them was Conman Burns in scarfing up their Abrahms lobbying payments when he was Senator- which was one of the reasons he's no longer Senator up here in our fair state....
And ironically the last Tribal Chairman they elected to bring back some sense to the picture - just died of a heart attack-- and everything is wide open again....

I live on another reservation that is much more politically sound- but just as imbedded in corruption especially with the thousands of acres of pasture leases they have...(Much of which never occurred before ConMan Burns became head of the Interior Department Committee- and he made sure his buddies that paid big bucks into his warchest got leases- much of it thru what was supposed to be illegal subleasing by Tribal members)... They are trying now to work thru it- and hopefully eventually they will get it back to the old way of giving long term leases to those that bid the most- and won't go out and sublease to allow a few in political favor of the Tribe to profiteer-- but they still have a ways to go.....
This Rez is at least smart enough that they know they are the ones losing out- if they can just break the politics that got entrenched during the Bush/Burns years...

If you have never been involved with Tribal Politics (which down there is also city/county politics)- than you'd never understand why the Two Rivers Detetention center came to be- without getting it approved from the State and Federal folks- and the folks got sold a bill of goods by an engineering/contracting outfit (that I think is now bankrupt) .....

Don't worry, there's plenty of stimulus money available for many more similiar projects I'm sure.

My understanding that this was built all on taxpayer funded bonds- which the taxpayers of that county are now stuck for....

Their speculation on the ever increasing Montana Prison population was not that bad- as every jail/detention center/prison being built was being filled for several years--except they never expected the Montana Meth project to be so successful- which shows what I've advocated for 30+ years- that a strong prevention/treatment program balanced with an enforcement program is the way to go.....

http://www.montanameth.org/

But usually when a new cultist party takes over- they flip totally the other way- and there is no "balanced" attack.....

And lately in the last few years- with the Republican party changing and becoming the party of "NO"- it seems neither can get done- with them preferring to stick their head in the sand and not recognize the problem exists....

So much for the BS...why do we need a "supermax" prison when Gitmo meets that description perfectly. Wouldn't the cold of Montana be cruel and unusual punishment compared to the seaside resort at Gitmo?
