Yes you are right, they would be using materials already on hand. Samples can be used for more than one thing. I guess my point is that the evidence in the operation will be seen before the test results are in unless the disease had a long incubation time period. By that time the farmer may have already caught it and his family as well if it was a human transferrence variation of the bird flu.
