Very informative paper on Federal land "ownership"

as you can see, it used to be that the Federal Government could only own land for specific purposes, think military bases, but then the Constitution started to be "interpreted" differently, so less states' rights and more Federal authority.

IMO, the Founders never intended for the Federal Government to have authority over as much land and water, as they do. In that sense, I agree with Bundy. But I also don't think Cruz is a Natural born citizen, and is not eligible to run for President, because he is a dual citizen, as obama is.

Anyway, getting back to the paper...you can see that SCOTUS has ruled in the past that Federal lands were to be transferred to the states, as they joined the United States, until the 20th century, when they started to interpret the Constitution in favour of Federal land retention and ownership. Congress now has the authority to legislate, and most, if not all recent Congresses have attempted to transfer ownership back to the states, but have not got it done.
