years ago while I was still in the service we were required to have 2 thousand gallons of diesel on hand as part of our mission readiness..
our host base set aside some land next to a field and parking lot.. and we sent off the specs for bid.. several trucks full of cement later we were inspected.. the drain in the center to a fuel water separator..or storage tank was the first problem.. without a way to divert rain water we couldn't separate the normal rain from rain with fuel in it.. and the apron didn't have a drain..
after finding the specs were correct and the contractor not at fault.. they sent out a new contract.. to fix the problems.. they removed the tanks, cut out the drain,.. installed an exposed pipe sump and tank,.. installed a curb and drain to the apron and we asked for another inspection...
it didn't pass.. they recommended a roof and canopy.. but that meant we had to comply with enclosed fuel storage rules..
so to make a long story short.. realizing we would never comply.. we called a local fuel oil distributor and set up a contract.. if all hell broke loose.. they would drive a truck down and refuel us..
never got a chance to see if that worked out.. but every time we were inspected we took out the contract and passed...
