No. Some draw an association with his use of the phrase "new world order" in a 11 September, 1990 televised address to a joint session of Congress, but no regular lodge is on record as having initiated either him or his son, USA President George W. Bush. He was a member of the Skull and Bones fraternity at Yale University; which has certain superficial elements in common with Freemasonry, of which the principal one might be summarized in their motto, "memento mori".
Aleister Crowley?
Crowley was initiated into an irregular lodge in Mexico. He had only four contacts with regular Freemasonry, was never active as a freemason, was never recognized as a freemason by any regular body of Freemasonry, and had no impact on Freemasonry.
Aleister (Alexander Edward) Crowley was born on the 12th of October 1875 in Leamington Spa, England, into a family of Plymouth Brethren, a strict Christian sect. During his 72 years on this Earth, he managed to indelibly imprint himself on the Western Magickal Tradition, indeed, to many he was the Western Magickal Tradition.
Poet, Author, Magickian, Yogi, Philosopher, Mountain Climber, Drug User and Satyr, Crowley's output was prolific, and his life hedonistic. His legacy still attracts many new converts, and he commands considerable loyalty even from beyond the grave.

Aleister Crowley was perhaps the most controversial and misunderstood personality to figure in the new era of modern day witchcraft. Known by the popular press of his time as “The Great Beast” and “The Wickedest Man in the World”, Crowley was a powerful magician, poet, prophet and famed occultist. He was also a one-time witch, though most of the elders of the craft would discredit him the title.
The Golden Dawn
Crowley joined the Golden Dawn in 1898; this was his first introduction to organised and ritual magick. Although his entry preceded the demise of the first phase of the G.'.D.'.'s existence, his progress was swift, he entered the second order within a year of initiation. Siding with Samuel Liddell Mathers, the erstwhile leader of the G.'.D.'., they soon fell out, and Crowley exited.
U. S. President George Herbert Walker Bush has also on numerous occasions been referred to as a Freemason. The confusion probably arises from the swearing in ceremonies at his inauguration when he took his oath of office on the George Washington Bible which belongs to St. Johns Lodge in New York City. Because the Bible belonged to a Masonic Lodge many writers assumed he was a Freemason. The Bible was used at the request of the Joint Congressional Committee on Inaugural Ceremonies. This particular Bible was first used on April 30, 1789, by the Grand Master of the Masons in New York, to administer the oath of office to President George Washington in New York City. Other presidents who took their oath of office with this Bible were Warren G. Harding, Dwight D. Eisenhower and Jimmy Carter
United States Vice President Dick Cheney has sometimes been mentioned as a Mason in various internet newsgroups and in August, 2002, we found him listed on two Masonic websites. Both sites (one essentially a copy of the other) 'trumpeted' him as the highest ranking government official who was a Mason. Both sites though were totally and completely wrong since Mr. Cheney is NOT a Mason. The Masonic Service Association of North America keeps an updated list of elected officials who are members of the Masonic fraternity. Mr. Cheney's name has never appeared there. When this fact was brought to the attention of the site where we first saw the information, their Webmaster contacted the Grand Secretary of the Grand Lodge of Wyoming who confirmed that, as stated, Mr. Cheney is NOT a Mason.
