During a White House meeting to negotiate an economic-stimulus package, Mr. Obama and a group of Republicans including Mr. Boehner argued over the balance of tax breaks and spending in the president's plan. Mr. Obama eventually reminded the gathering, "I won"—a power play noted by all.
Mr. Boehner responded a few days later by telling fellow Republicans to oppose an early version of the stimulus plan. When the final package came to the House floor for a vote, no Republican voted for it.
That fight preceded others over health-care legislation, proposals to set a cap on carbon emissions and new rules governing the financial sector.
The lack of rapport between the men seemed especially evident during the president's comedy routine at the White House Correspondents Association Dinner in 2009, when he teased that Mr. Boehner's tan complexion made the congressman look like "a person of color"—a color "not found in the natural world." Mr. Boehner said he doesn't seek out a tan or use tanning products. His staff shows a class photo of him in high school, in which he has the darkest face.
