DODGE CITY - Sen. Sam Brownback, R-Kan., says it's time to get tough with Japan - perhaps by restricting imports - to prod the country into reopening its borders for U.S. beef sales.

Japan, previously the largest foreign buyer of U.S. beef, closed its borders to the product following the discovery in late 2003 of a cow on U.S. soil infected with mad cow disease. The Asian country opened back up to U.S. imports late last year, but closed its borders again after the discovery of spinal material, which the nation had prohibited, in a shipment of U.S. beef.

Brownback accused Japan of protectionism and said Tuesday that he would back moves to "close a portion of our market" to unspecified Japanese products to force action on the issue. Diplomatic efforts thus far have not yielded concrete results.

"I think we've got to get a lot tougher on them," the Kansas Republican said during a stop in Dodge City.

The senator said no formal proposals are in the pipeline, but that "you've just got to make it cost them something."
