in the past it might have... but in an effort not to destroy local foreign agriculture markets, .. most of the food aid is bought near the source of the distribution.. despite US law..

HONG KONG — Somewhere, presumably, ships are about to be loaded with protein bars, animal crackers and oatmeal, the cargo bound for North Korea as part of a new diplomatic bargain with the United States.

These purchases abroad are typically made through specializing agencies like CARE, Oxfam, World Vision and the United Nations' World Food Program. They tend to have deep experience and expertise on the ground. They know the truckers, the Customs bosses, the harbormasters.

In the new food-for-nukes deal, if Washington uses an intermediary like the W.F.P. as its buyer-shipper-monitor, then the aid would likely not be sourced from American reserves of corn, wheat or soybeans. The crackers and supplements won't have been grown by American farmers, processed in American mills and factories, or hauled on American railroads, trucks and cargo ships.

To that end, more and more big-time food charities have become locavores: They try to buy their goods as close to recipient nations as possible.
