No, Billy makes seven paper snowflakes.  His mommy gives him 10 cents per snowflake if he promises to stay away from the strange banker in Cody. Billy didn't listen and the two formed a Cattlemen's Cult.  Billy eventually became the CEO of R-CULT and even as an adult still didn't realize that those same paper snowflakes were worth 20 cents in Japan so he made his outlandish statement to a group of potential headnodders while his flip flopping organization played both sides of the coin.  Now the only way they can defend their statements is to find an audience that can't remember what they said the day before.
