Not testing is less honest.  We are asked to believe that the surveillance program, meager as it is, and proven to be flawed by real science employed by Phyllis Fong, ensures that our domestic supply is "safe" from bse.  If these guys were using an IQ test for membership in the NCBA, you might have a point.
