I have had a CDL since they were first issued. The deal then was they were to be issued by individual states, but the information was to be entered into a national database. This was to keep truckers from having multiple licenses issued by multiple states. If you were licensed out of New York and got a speeding ticket in Oklahoma, New York would be informed and the appropriate sanctions assessed against your license.

I got ticketed in Malibu for making an "illegal left turn" at a trap the Sheriff's Department had set up. I paid "bail" of $104 and went on. A year or so later I had to renew my CDL, and, fully expecting to have to completely take the test over, I studied my butt off for the general knowledge and endorsements and went in 6 weeks before my birthday so once I had the written done, I could then schedule the inspection and drive test. The DMV had no knowledge of my California ticket, and all I did was look in the vision check box, pay, and get my new license. (Whew!)
I got the letter from the DMV about the new thing and promptly forgot about it. 6 months later a new nitwit deputy pulled me over in town for driving 26 in a 25. I hadn't been stopped in over 10 years. He ran my license, and, sure enough, it was "cancelled". After I educated that nitwit deputy about things and life in general, I went on about my way. This was on a Sunday. The next morning I called the DMV, they faxed me the form, I signed it and faxed it back. 2 hours later I called the Sheriff's office and had the dispatcher run my license. Good to go!
FWIW, the vagitarian who runs the state DMV used to live across the alley from me for several years. ;-)
