FSA-578....ever heard of it?

This form came from the FSA office. It's on a piece of rented grass. We are supposed to certify the grass acreage. I have never heard of certifying grass. There's no "program" for grass, no farm bill so why should we comply with this? In the fine print it says "signing of this form gives FSA representatives authorization to enter and inspect crops/commodities and land uses on the above certified land."
Whaddyathink? I don't like it.

578 your crop report , if yo took a payment and didn't fill it out it has to be checked

Thanks, Jody. This is the only piece with some farm ground attached. All other is 100% grass. That explains why I've never seen the form before! Along with not wanting to sign anything from the givernment.
