It has been tried several times and I'm not aware of a success story yet with a packing plant...Saw it with 2 local plants- one where they got federal funding to hire Indians- the second where the tribe got the government to put up the money to take over a closed down (fairly new) slaughter plant...Nothing worked...
I have seen it tho where a government contracting firm has used reservation labor paid on a productivity scale where it worked quite well-- mostly on manufacturing military products- paid by the unit produced- and in a situation where 1 absent person did not hold up the chain - employees could come in 3 hours late or leave early- only got paid for what they did and worked quite well... But that wouldn't for a slaughterhouse chain...
